Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.1) with Satisloh, N116 W18111 Morse Dr., Germantown, WI 53022, as the only responsible source that can provide units that are compatible with the installed base of Satisloh systems and would not require the significant reconfiguration of the optical lens assembly line. This acquisition is being conducted under the FAR 13.1 procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-52 are incorporated. The Naval Medical Logistics Command has a requirement for expansion of ophthalmic lens processing blocking units for BAMC Ft Sam Houston in support of NOSTRA. The requirement is for expansion of the inventory of optical lens blocking units. The expansion shall provide four (4) additional blocking units. The units shall be capable of utilizing alloy components to adhere a lens to a block. The units shall be capable of blocking all plastic and metal materials. The units shall be capable of geometric center and optical center blocking as well as manual placement. The units shall be capable of storing up to 200 jobs. The units shall have at least three serial ports. The units shall be capable of receiving data from and sending data to other lens processing equipment, including tracers and edgers. The units shall be OMA compatible. The units shall be compatible with the installed base of Satisloh optical lens processing blocking units. The units shall integrate with the assembly line layout of the laboratory. The units shall be capable of placement on a countertop with a footprint not exceeding 10 x 20 . The electrical requirements are 120VAC, 60Hz, single phase. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. Items being purchased in this acquisition: Qty (4) Lens Blocking Systems This acquisition is being conducted under simplified acquisition procedures FAR 13.1 procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 333314. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Satisloh, Inc.
