Description
NASA/DFRC plans to issue an Invitation for Bids (IFB) for the construction of aFacilities Support Center at the NASA/Dryden Flight Research Center, Edwards AFB, CA. Theproject consists essentially of, but is not limited to; construct an approximately 38,000Sq Ft. Facilities Support Center. The IFB will include the following 7 Additive ItemsItem No. 1 - terminate all underground utilities feeding buildings B4804, B4810, B4827,Weld Shop and Saw Shed; then completely demolish these structures to the top of theexisting building slabs.Item No. 2 - Install roof-mounted photovoltaic power system, Item No. 3 - Install roof-mounted tubular daylighting devices Item No. 4 - Install Landscaping Item No. 5 Demolish concrete slab foundations for buildings 4804, 4810, and 4827 andfinish areas to natural grade. Cut and cap all utilities at foundation perimeter.Item No. 6 Install asphalt paving area of slab demolition of buildings 4804, 4810, & 4827and other demolished slabs in the demolition area.Item No. 7 - Install parking lot adjacent to Swann Ave. entrance to site. Parking lotoption includes grading, pervious pavement, striping, signage, sidewalk at east side,parking lot landscaping & irrigation, and lighting (6 poles).Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have thecapability to perform at least 15% of the contract work with his/her own employees. The order of magnitude for the procurement is more than $10,000,000 and the constructioneffort shall be completed within 540 calendar days after Notice to Proceed (NTP). Thedemolition if awarded will not start until 8 months after the construction is complete. The period of performance for the demolition will be 180 calendar days.This procurement is a total HUBZone set-aside. The NAICS Code and small business sizestandard for this procurement are 236220 and $33.5 Million, respectively. The anticipated release date of the IFB is on or about 26 JUL 2011 with an anticipatedoffer closing date of on or about 25 AUG 2011. The firm date for receipt of bids will bestated in the IFB. Specification and Drawings will be available for download with the solicitation over theInternet. All responsible sources may submit a bid which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is Mr.Patrick Stoliker who can be reached at (661) 276-2091, E-mail: 'patrick.c.stoliker@nasa.gov'. The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigationsand Conditions Affecting the Work, will be included in any contract awarded as a resultof the solicitation. Accordingly, offerors or quoters are urged and expected to inspectthe site where the work will be performed. (b) An organized site visit has been scheduled for - 10 AUG 2011.
