- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers is soliciting for quotes for collection and analysis of ground water samples for the Wabasha Dredged Material Project. Collection will be near Reads Landing, Wabasha County, Minnesota. The contractor will collect and test water and surface samples for metals, PAHs, fecal coliform, pesticides, PCBs, and other basic parameters in accordance with the scope of work. The solicitation W912ES-11-T-0065 is set-aside 100% for small business concerns using NAICS code 541380. The size standard for this NAICS is $12,000,000.00. The contract will be a Firm-Fixed Price contract. Offeror must be registered in the Central Contractor Registry(CCR) located at www.ccr.gov prior to contract award. NAICS 541380 must be listed in the contractor's CCR. The Scope of Work with specifications can be obtained by clicking on the "Additional documentation" link under "Additional Info:" at the end of this announcement. The solicitation is issued in accordance with FAR Part 12, and will be evaluated in accordance with FAR Part 13. A determination by the government to not award based on the responses to this solicitation is solely within the discretion of the government. Figure 2 only denotes six monitoring wells at the site. Where is MW7 located? Response: Well #7 is close to well #6. 2. What is the interval between the three sampling events proposed for Phase 1 (Pre-Project)? Response: Monthly pre-project sampling intervals. 3. Are there any access restrictions to the residential well sites and/or the two surface water sites (river and carriage water)? Response: No restrictions for the monitoring wells. The contractor will need to contact the residential well owners before each round, but the Governement will supply the locations and get the well owner's permission. 4. When is the dredging operation currently planned to begin? Response: Dredging should begin in Spring 2012. 5. Does the lab used for lab analyses have to maintain certification with Army Corps, or is State Certification only needed? Response: Only state certification is needed. 6. Table 2 lists the individual analytes requested for the "test groups", with exception of PAHs. Additionally, there are no PQLs or Method requirements for PAHs. How should I approach this in my response? Response: A standard suite, methods and PQLs for PAHs will suffice. 7. Based on the requirement to purge three well volumes at a low-flow rate (0.5 gal/minute), prior to sampling, several of the deeper wells will require almost 8 hours of pumping before they can be sampled. Could we include a stipulation to our proposal that the deeper wells could be purged at a faster rate... providing the drawdown is not significant? Response: A faster rate is OK as long as it doesn't alter the lab results. 8. What should be done with the purge water generated during the sampling events? Response: The purge water can be disposed of at the site.
