Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Laser Operations, LLC for the purchase of a narrowed, fiber-coupled, diode laser with TEC cooling under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Physical Measurement Laboratory at NIST has a requirement for a narrowed, fiber-coupled, diode laser with TEC cooling to serve as an integral component of a new laser system to be used for spin-exchange optical pumping of helium-3. Spin-exchange optical pumping requires very high spectral power density in order to efficiently reach high polarization levels in large helium-3 cells. The highest polarization levels are required for the neutron spin filter applications, hence only spectral narrowed lasers can be employed, and sufficient power (minimum value of 50 watts) is required. This system may be used on a neutron beam line, where space may be limited and laser safety issues are relevant. Fiber coupling allows for the possibility of locating the laser some distance (a few meters if needed) from the cells because the light can be safely transported in an optical fiber. Key required specifications are as follows: 1. spectrally narrowed (<.05 nm bandwidth); 2. fiber-coupled; 3. TEC-cooled; 4. minimum output power of 50 watts. The narrowed, fiber-coupled, diode laser with TEC cooling offered by Laser Operations, LLC, is the only commercially available laser that meets all of NIST's specific research needs. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on July 21, 2011. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
