Description
The attached file 2 is the 508 which also must be completed in order to submit a proposal to the Government. Please see attached ISSO and 508 files which must be completed in order to submit a proposal to the Government by the required due date. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, intends to negotiate with Genomatix, 3035 Boardwalk, Suite 160, Ann Arbor, MI., 48108 for the purchase of a Genomatix Genome Analyzer System in accordance with the following specification as outline below. The Genomatix Genome Analyzer (GGA) is an integrated hardware/software platform providing solutions for the comprehensive second-level analysis of Next Generation Sequencing (NGS) data from ChIP-Seq, RNA-Seq or genotyping experiments. It also provides seamless integration with the GMS output.. • Offers state-of-the-art technologies for the entire Genomatix Software Suite plus additional analysis capabilities for large data sets from Next Generation Sequencing experiments. • Provides the most complete quality checked genome annotation and background data for 29 species. • Provides the only proprietary, fully integrated automatic ChIP-Seq data analysis workflow utilizing Genomatix' extended annotation (classification and clustering of reads, sequence extraction, transcription factor analysis, automatic generation of binding site motifs and weight matrices from the data). • True full second-level analysis leading to a deep, molecular level understanding of the biology behind the data. • Easy to use web-browser based user interface for biologists, as well as command line tools plus direct annotation database access (MYSQL) for the bioinformatics specialist allowing easy integration into user built workflows. Additional software and database products are also included: • ElDorado: Extendend genome annotation for 29 organisms, including significant proprietary regulatory annotation. • Gene2Promoter: A unique database containing the largest collection of validated promoter sequences available anywhere. For the retrieval and analysis of promoters and their TFBSs. • GePS: Canonical pathway database and modeling tool with unique and proprietary content, plus data driven network elucidation. • GEMS Launcher: Regulatory sequence analysis and modeling software toolkit for promoter analysis. Includes MatBase, which contains Genomatix' unique and proprietary Matrix Family database. • MatInspector: The de facto standard for transcription factor binding site search. The soles source determination is based on the fact that the Genomatix GGA combination is the only product where all tools are integrated and span the entire spectrum from raw experimental results to molecular level biological interpretation. Much of the data content and many algorithmic approaches do not have any real (apples-to-apples) alternative. In addition, the Genomatix solution, through its intuitive GUI, is usable by the biologist, freeing the bioinformatics specialists to concentrate on new research rather than serving the biologists for standard analyses. Another critical aspect of the GGA system is that the data content and methodological development in the NGS field is extremely fast. Genomatix as the technology provider guarantees that the system and data will be kept up-to-date, without our need to substantially invest in human resources and equipment for that purpose. The attached ISSO and 508 forms are required for your completion upon receipt of proposal. If forms are not part of your proposal, the proposal will NOT be accepted. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 518210, Data Processing, Hosting, and Related Services with size standard of $25.0 million; this is a small business set-aside. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (July 5, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by July 18, 2011, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
