SOLICITATION NUMBER: P11PS41950POINT OF CONTACT: yeny_reyes@nps.gov Phone Number: 212-363-3206 ext 120This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for quote (RFQ), solicitation number P11PS41950. Location: NER-STLI-National Park Service, Statue of Liberty, Ellis Island, Jersey City, N.J. This procurement is being issued as a 100% total set-aside for SMALL BUSINESS CONCERNS. The North American Industry Classification System (NAICS) code for this project is 811310 with a business size standard of 7.0M. This Procurement is being advertised using simplified acquisition procedures and Commercial Purchases pursuant to Federal Acquisition Regulations Part 13 and Part 12 respectively. NOTE: THE FOLLOWING IS NOT A COMPLETE STATEMENT OF WORK. ALL CONTRACTORS INTERESTED IN OBTAINING A COMPLETE STATEMENT OF WORK AND BID SCHEDULE MAY REQUEST A COPY BY EMAILING YENY REYES AT YENY_REYES@NPS.GOV. PRIOR TO SUBMITION OF OFFER, CONTRACTORS MUST REQUEST AND RECEIVE THE COMPLETE STATEMENT OF WORK AND BID SCHEDULE. Summary of Work: This is a Service maintenance contract for the property of and located at Ellis Island and Liberty Island. The Contractor shall furnish all labor, materials, and equipment. All work will be in accordance with ANSI A17.1 (Elevator and Escalator Code)and Manufacturers recommendations with the requirements of the contract, to maintain (3) three passenger elevators, and two (2) two escalators located at Ellis Island; (2) two passenger elevators, (1) one emergency sevice elevator (Alimak) and (1)one platform lift located in the Statue of Liberty Monument at Liberty Island. Two passenger elevators both of which are geared, and the two escalators located in the Main Building at Ellis Island were manufactured by United Technologies OTIS Elevator Company at 750 Third Avenue, New York, New York 10017; telephone (212) 557-5700. One passenger elevator which is (hydraulic) is located in the Bakery & Carpentry Building on Ellis Island is also manufactured by United Technologies OTIS Elevator Company. The two passenger elevators (hydraulic) at Liberty Island were manufactured by National Elevator Corporation at 63-69 E. 24th Street, Paterson, New Jersey 07514; (201) 279-1220 and a screw platform lift was Manufactured by National Wheel-O-Vator Co., Inc. 509 W. Front Street, Roanoke, IL 61561-0348, phone, 888-353-8898. The emergency sevice elevator,Alimak (rack and pinion) was manufactured by Alimak Hek, 45 bound Street, Shelton, CT 06484 ; 832-325-3859 1.1.1Planned and restored facilitiesEllis Island and Liberty Island is being expanded to include newly restored facilities, structures and utilities. The Government reserves the right to add work which is within contract scope for any newly restored or additions of elevators / escalators/lifts at Ellis Island and Liberty Island. Should additional preventive maintenance or other services, is required which would increase (scheduled type) firm-fixed price work; a modification will be negotiated with the Contractor upon demand of either party.The Contractor will be required to perform all service calls on all Ellis Island and Liberty Island elevators / escalators/lifts at no additional cost, unless as a result, the actual amount of service call work ordered for planned Ellis Island and Liberty Island elevators / escalators/lifts exceeds the quantities of the total service calls ordered by the government by 15%. It is the intention of the government, that no modification of the FIRM Fixed portion of the contract will be made for additional services for all existing and CURRENTLY OPERATING facilities, structures and utilities that are in service and are currently being utilized by the Statue of Liberty and Ellis Island /NPS. 1.2LocationStatue of Liberty National Monument, Ellis Island and Liberty Island, New York. Department of Labor Wage determination WD 88-0590 (rev. -34) dated 05/06/2008 applies to this procurement. An organized site visit/Pre-proposal Conference has been scheduled for a) Tuesday, July 12, 2012 at 10:00 AM LOCAL TIME b) Participants will meet at: National Park ServiceStatue National N.M.Ellis Island Maintenance Departement Jersey City, N.J. 07305 Interested parties shall respond via email to yeny_reyes@nps.gov, indicating their intent on attending and provide the name(s) of the attendee(s), make and model of the vehicle if driving to the Island, no later than 1:00 pm on Monday, July 11, 2011. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. A technically acceptable will meet or exceed the following criteria:(1) Have at least five (5) years of experience performing similar services as required in this solicitation. (2) Identify the key personnel and crew who will be performing the work. The contractor shall submit to the Contracting Officer in writing the names of the one (1) elevator mechanic and (1) elevator mechanic helper, with work experience on elevators and escalators. The contractor shall submit in writing the names of the one (1) alternate elevator mechanic and (1) alternate elevator mechanic helper, with a resume of work experience for the past five (5) years on elevators and escalators. The names submitted to the Contracting Officer will be the only employees allowed on the site to complete work.(3) The contractor shall provide sufficient documentation of satisfactory past performance on recent contracts preferably performed within the past five (5) years of similar scope, size and complexity as this one. Information on the references shall include name of the company, point of contact, phone number, description of the work provided, total amount of contract. TECHNICAL PROPOSAL SUBMISSION REQUIREMENTS:a. The three (3) technical factors are of equal importance to each other and when combined are approximately equal to price. Elements within each technical factor are also of equal importance within the factor. It is the Government's intent to utilize low price, technically acceptable selection procedures to award the contract to the offeror whose proposal is considered to be most advantageous to the Government, price and technical factors considered.
