Description
The Pacific Joint Information Technology Center (Pacific JITC) based in Maui, Hawaii, is the Military Health System (MHS) center for proof of concept and prototyping of Information Management/Information Technology (IM/IT) products and services to support Department of Defense (DoD) medical readiness requirements and IT modernization needs across the medical continuum of care. Pacific JITC's mission is: "To rapidly research, test and develop warfighter medical solutions and products, through pilots or prototypes that provide mission critical value and actionable information to the DoD, including the Services, Combatant Commanders, and the Department of Veterans Affairs (VA)." Solicited services will be in support of medical IM/IT research, creating related proof of concept demonstrations and migrating successful prototypes to acquisition programs. Project planning and developing project plans will be under government oversight and direction. Specific requirements will be defined in subsequent individual Task Orders (TOs). In all cases, the contractor shall provide all resources and perform all necessary functions in accordance with industry-acceptable practices and standards in delivering clinical, technical, and other research and development services. The solicitation will be available on the Government-wide Point of Entry (GPE) (www.fbo.gov) on or about July 22, 2011, and will close on or about August 22, 2011, at 2:00 pm Eastern Daylight Time. NOTE: Proposals received after the specified due date and time shall be governed by the provisions of FAR 52.215-1(c)(3). Submissions must include all the requested information in Section L of the forthcoming RFP in order to be deemed responsive that includes, but not be limited to the following: • Executive Summary • Management Approach • Technical Approach • Past Performance Information • Sample Task Order Technical Approach • Small Business Participation Plan • Price Proposal • Contract Information Small Business Participation as a Subcontractor is strongly encouraged with specific emphasis on Native Hawaiian-Owned (NHO) businesses. Anticipated award date---1 November 2011 Estimated Contract Award Dollar Amount: Multiple-Award, Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts, $300 Million All responsible sources may submit a proposal which shall be considered by the agency.
