- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as Request for Quotation P11PS12734. The Federal Acquisition Regulation (FAR) clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-53. FAR clauses and provisions are available through Internet access at http://www.administration.gov/far. This is 100% set aside for small business and the small business size standard is 500 employees. The National Park Service encourages the participation of disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code is 441222. The Government anticipates making a single award for this solicitation, vendors must quote on all items for their quote to be considered. The following is a description of the requirements for this acquisition. 1. Emergency Replacement, Inboard/Outboard Marine Engine Package This is an emergency equipment replacement and must be delivered no later than 10 days from time of award. The engine and drive units are to replace existing Volvo Penta twin engine installation. The replacement equipment is to produce no less than 330 crankshaft horsepower (233kw). The replacement is to be rated for commercial or industrial vessel use and shall be US EPA Tier2 compliant. Engines must be six cylinders in line and produce enough horsepower and speed to propel the vessel (22,000 lbs dry 26,000 lbs loaded) on plane at speeds between 23 mph and 33 mph depending on load. The replacement must mount into the existing vessels engine bays with absolute minimal or no modifications to the vessel's framework, hull stringers and under deck structure. The equipments transom assembly must fit up to the vessel's transom wit minimal or no modifications to the vessels hull structure. Additionally, the supplied package is to include one spare engine (complete) and one spare propulsion drive (complete). The supplier of this equipment must include all related hardware, supplies and equipment needed for the installation. Including but not limited to steering, shift and throttle controls, instrumentation electrical, cooling water intakes, and mechanical adaptation as required as well as specialized tools and jigs needed for installation. The supplier must support the installation and attend sea trials of the vessel. During sea trials of the vessel the supplier must provide sufficient propellers of varying pitch to determine the propeller size that allows the vessel to operate in the correct rpm band for the equipment provided. The provided package shall include 2 sets of propellers for each outdrive in the size and pitch determined by said sea trials. Supplier must include in the package the relevant technical manuals for the engine and propulsion gear. Supplier must also include a basic maintenance parts package of raw water impellers (6 each), all drive belts (minimum 2 each) and filter mediums, fuel and lubrication (6 each) specific to the equipment provided.
