- This announcement is for the purpose of soliciting names of construction contractors interested in submitting a proposal to provide construction services in support of projects located at Thumrait Airbase, Sultanate of Oman. The project is described as an Exercise Control Facility, consisting of the following: This is a Design-Build (DB) project. The project requires engineering services (including topographical and geotechnical surveying) to design and construct the following project. The EXERCISE CONTROL FACILIY shall be a 160 square meter pre-engineered metal building, to be used as administrative office space to facilitate troop exercise missions at Thumrait Air Base, Oman. The facility shall connect to existing utilities that are within 70 meters from the project site. Contractor shall field verify availability of existing utilities and connect based on distances stipulated and/or indicated on the contract drawings. OPTIONS: Option no. 1 - Flooring: use of terrazzo floor tile and base. Option no. 2 - Provide Aggregate base course parking for 4 vehicles. Work includes all other support work to produce a complete and usable facility. The performance period for this project is 270 calendar days from Notice to Proceed (NTP). The magnitude of construction is between $250,000.00 and $500,000.00. The solicitation will be issued to prime contractors who request a copy. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be issued as a Request for Proposal (RFP). Source selection will be made using a Lowest Price, Technically Acceptable evaluation process. Both non-pricing (technical) and price proposals are required. Evaluation factors will be further explained within the RFP. The acquisition will result in a single firm fixed price construction contract award. Acquisition Timeline: The RFP will be issued o/a 25 Jul 2011. Tentative date for receipt of proposals is 25 Aug 2011. Tentative contract award date is 26 Sep 2011. Site Visit information will be conveyed within the RFP. Attendance is not mandatory. Any access requirements to the site will be stated in the RFP. Offerors interested in receiving this solicitation should submit the request electronically to Deborah M. The request must state "all" of the following: (1) The Complete Name of the Firm, (2) Mailing and Shipping addresses of the firm, (3) Name of Firm's POC; (4) Telephone and FAX numbers for each POC named; (5) E-Mail address for each POC named; and (6) Reference the solicitation number.
