PRE-SOLICITATION NOTIFICATION DEPARTMENT OF VETERANS AFFAIRS (VA) SIERRA PACIFIC NETWORK (VISN 21) MCCLELLAN BUSINESS PARK SACRAMENTO COUNTY, CA ACQUISITION IS A TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE (SA) Solicitation (RFP) Number: VA-261-11-RP-0612 Project Title: Design - Build Construction, Renovation, Leeward Community Based Outpatient Clinic (CBOC) Project Location: VA, VHA, PIHCS, Honolulu, HI 96819-1522 Project Number: 459-11-998 Project Magnitude: Price Range: $1,000,000 and $2,000,000. FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process. Acquisition shall be competitively negotiated in accordance with15.101-2 - Lowest Price Technically Acceptable Source Selection Process. (a) The lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. Offers shall be required to consist of distinct Price Proposals and Technical Proposals. RFP shall be issued electronically at FBO Website. RFP shall be issued on or around July 22, 2011. Pre-Proposal Conference (PPC) shall take place on or around July 28, 2011. Offer due date shall be on or around August 22, 2011. Exact times, dates, and locations shall be provided in the RFP. Applicable NAICS code is 236220 Commercial and Institutional Building Construction. Applicable NAICS code 236220 has a size standard of $33.5 million in average annual receipts. Applicable Product Service Code is Z149 Maintenance, Repair, or Alternation of Real Property: Other Hospital Buildings. Contracting Activity: Department of Veterans Affairs (VA) Sierra Pacific Network (VISN 21) Consolidated Contracting Activity (CCA) Bldg 209, Room 126 5342 Dudley Blvd McClellan Park, Sacramento County, CA 95652 Engineering Activity: Department of Veterans Affairs (VA) Pacific Islands Health Care System (PIHCS) 459 Patterson Road Honolulu, HI 96819-1522 GENERAL REQUIREMENTS STATEMENT OF WORK: The Contractor shall provide complete "Design-Build" services for Project No. 459-11-998, New Lease Build out - Leeward, at the Leeward CBOC, located at 91-2139 Ft Weaver Road, Ewa Beach, HI 96706, for the Pacific Islands Health Care System, 459 Patterson Road, Honolulu, HI 96819-1522, in accordance with general items as written. VA PIHCS has identified the requirement for a clinic on the leeward side of Oahu to increase healthcare access to veterans on that portion of the island, increase Primary Care and Mental Health capabilities, and reduce traffic congestion at the Tripler site. The renovation and subsequent lease of this space will meet these needs. SCOPE OF WORK: This design-build project involves design and renovation of approximately 7,240 square feet of existing office space to accommodate the VAPIHCS Facility Master Plan for a Leeward CBOC. The remodeled area for the CBOC will contain a waiting/reception area, a mental health section, two primary care sections, and other administrative space. The attached sketch shows the VA's conceptual design of the facility. The work of this contract generally consists of the following: Remove approximately 240 linear feet of drywall partitions, including 17 doors Provide approximately 115 linear feet of new drywall partitions Provide approximately 17 new doors and frames, reusing as many existing doors as practical Provide approximately 700 square feet of new carpet and cove base Provide approximately 7 new sinks and associated plumbing Provide new and/or reconfigure acoustic ceiling (approximately 7,240 square feet) Paint new work (approximately 2000 square feet). General: Reconfigure light fixtures, sprinklers, HVAC, data/telephone, fire alarms, and exit signs as necessary. GENERAL REQUIREMENTS: The Contractor shall furnish a design-build package to include plans, details, sections, elevations, shop drawings, working drawings, outline specification (specification to be edited by the contractor), site visits, and related information as required by the contract. The design and construction shall be in accordance with the latest International Building Code (IBC), Uniform Plumbing Code (UPC), National Electrical Code (NEC), National Fire Protection Association (NFPA) standard, American Disability Act (ADA) compliance, VA Specifications and Standards, and local and city codes. In the event there is conflict between any of the standards/codes, the more stringent standard/code shall apply. The Contractor shall comply with all OSHA Construction safety guidelines. The Contractor shall be solely responsible for the management, professional design, and construction, including all labor, equipment, materials, and inspection, to meet requirements of the contract. The contractor shall utilize and reuse existing walls, doors, utilities, fixtures, etc to the maximum extent practical. The Contractor shall have the capability of Computer-Aided-Design (CAD). The CAD program used by the Contractor in designing and drafting this project shall be able to interface with the CAD system used by VAMROC Facilities Management/Engineering Service (FMES). In the final submission, the contactor shall submit both hard-line drawings and CDs containing all drawings to the Contracting Officer or designee. The Contractor shall use "Microsoft Word" to prepare specifications. In the final submission, the contractor shall submit hardcopy specifications to the Contracting Officer or designee. The computer program containing VA master specifications may be obtained from VA Central Office (http://www.cfm.va.gov/til/spec.asp). The VA shall provide the Contractor the conceptual design (attached sketch), and based upon that, the contractor shall submit a Construction Document design submission. The Contractor shall submit (1) full size, (1) half size, and (1) electronic copy of the drawings and one (1) set of edited specifications. The contractor shall submit (1) full size and (1) electronic copy of the final as-built conditions. The contractor shall provide drawings in AutoCAD (*.dwg) format and reports in Word (*.doc) format. All work must be completed in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times. All work must be completed so as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by the Contracting Officer where required by limited working space. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. Interested parties shall be required to be registered in the US Department of Veterans Affairs Vet Biz database. The VA wishes to thank all firms interested in this project.
