DESCRIPTION OF SERVICES. 1.1 Services Outline. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the Sports Officials Services as defined in this Performance Work Statement (PWS), except as specified in Section III as Government-Furnished Property (GFP) and services, at RAF Lakenheath and RAF Mildenhall. The contractor shall perform the contracted services to the standards identified in this contract. The estimated quantities of work are listed in Appendix, Estimated Number of Games and Standard Season Estimates. The desired objectives and the desired results of these services can be found in the Services Summary in Section II. 1.2. SPORTS OFFICIALS SERVICES 1.2.1. Certified Sports Officials. The contractor shall supply the Contracting Officer and Quality Assurance Personnel a list of all officials no later than two weeks prior to the start of each sport season. Only personnel certified in the specific sport shall be allowed to perform work for that sport under this contract. Should sufficient valid customer complaints - two (2), be provided, the vendor shall provide documentation of the official in question within 48 hours of a written or verbal request by the Contracting Officer, in order to determine proper certification and evaluate a course of action. Failure to do so may result in a rejection of that official's portion of the requirement, and the Government shall be entitled to an adjustment. The contractor shall maintain records of each individual's training and certifications. Officials must have a valid certificate for each sport they officiate. The Contracting Officer may reject any official deemed unqualified. All rejections, changes, or deletions shall be in writing and forwarded to the contractor within 48 hours after evaluation along with the reason for dismissal. Sports to be officiated are as follows: Fitness Center: Flag Football Basketball Volleyball Softball 6- A-Side Soccer 1.2.2 Enforce Rules and Bylaws - Minimum Personnel Required. Officials are direct representatives of the Sports Program and, as such, are authorized and required to enforce all pertinent rules and bylaws established, with a minimum of deviations, for each sport they are officiating, along with the current official association rules established for each particular sport. The below referenced rule books are to serve as guidelines, however the Government, in an effort to reduce costs, has also determined the base minimum personnel that it feels necessary to officiate the games/matches. While the Government shall accept additional personnel if proposed in the contractor's technical plan, it cannot consider acceptable any plans as meeting the Government's need that do not contain the criteria indicated below. These criteria are found in detail in AFI 34-266, Air Force Fitness and Sports Programs, Section 2.11.3; dated 24 Sep 2007. Contractors are expected to enforce the rules of the sports they officiate and adhere to standards indentified in each rule book to the maximum extent possible regardless of the number of officials identified per contract line item. 1.2.2.1. National Collegiate Athletic Association Basketball Rule Book (current edition). All Intermural Basketball games to be performed under this contract for RAF Mildenhall and RAF Lakenheath Fitness Centers shall include no less than two (2) referees, as well as one (1) timekeeper and one (1) scorekeeper (see AFI 34-266, Air Force Fitness and Sports Programs, Section 2.11.3). All VarsityBasketball games to be performed under this contract for RAF Mildenhall and RAF Lakenheath Fitness Centers shall include no less than three (3) referees, as well as one (1) timekeeper and one (1) scorekeeper (see AFI 34-266, Air Force Fitness and Sports Programs, Section 2.11.3). 1.2.2.2. National Intramural Recreation Sports Association Flag Football Rule Book (current edition). All flag football games performed under this contract for the RAF Mildenhall and RAF Lakenheath Fitness Centers shall have no less than three (3) certified officials. 1.2.2.3. FIFA Soccer Rule Book (current edition). This requirement applies to all 6-A-Side soccer games to be performed under this requirement. Each game to be performed for the Fitness Centers at RAF Lakenheath or RAF Mildenhall shall include no less than one (1) referee. (see AFI 34-266, Air Force Fitness and Sports Programs, Section 2.11.3). 1.2.2.4. Amateur Softball Association of America Rule Book (current edition). This requirement applies to those services to be provided to RAF Lakenheath and RAF Mildenhall Fitness Center programs. Each game to be performed under this requirement shall include no less than one (1) umpire and one (1) scorekeeper (see AFI 34-266, Air Force Fitness and Sports Programs, Section 2.11.3). 1.2.2.5. The United States Volleyball Association Rule Book (current edition). This requirement applies to all volleyball matches to be performed under this contract for RAF Lakenheath's and RAF Mildenhall's Fitness Centers. All games shall include no less than one (1) referee and one (1) scorekeeper (see AFI 34-266, Air Force Fitness and Sports Programs, Section 2.11.3). 1.2.3. Prohibited Participation by Officials. Officials shall not participate as players, coaches, or team managers in the sport in which they are officiating. In addition, the official must not be a relative or a business associate to any participants of the sport they are officiating. 1.2.4. Pre-Season Meeting. The contractor shall meet with the athletic director for each sports program at least 30 days prior to the start of the scheduled sport to review the specific rules and by-laws governing that particular sport. In the case that the 30 day window conflicts with the contract award date. In this case, the contractor should arrange a date with the Government which allows for sufficient review of the specific sport rules and by-laws. Should the vendor submit a written request to the Contracting Officer, this meeting may be conducted via teleconference. 1.2.5. Contractor Employees. The contractor shall supply the Quality Assurance Personnel (QAP) and the Contracting Officer with a complete roster of officials and score keepers names, and work phone numbers; prior to the start of each sport session. This shall serve to expedite and assist with the processing of identifications required to perform background clearances which will be required for base access. 1.2.6. Control of Game. The contractor shall take full authority and responsibility for proper conduct and control of game, taking positions on the playing area for making calls, and to eject game participants and spectators which display poor sportsmanship as deemed by the official. 1.2.7. Scheduling Officials for Games. The contractor shall coordinate with the end users via meeting/teleconference the first Monday of every month, to be sure of the date, time, and location of each game for that month. Contractor shall be responsible for scheduling of all officials for the games that are provided to the contractor by the Government representative. 1.2.8. Validating Calls. An official may consult with another official at any time or when requested to do so by a team manager. However, the final decision will rest with the officials whose executive authority it is to make the decision. 1.2.9. Pre-Game Meeting. The officials will be at the proper location for the scheduled game, fifteen (15) minutes before game time, ready to officiate (including scorekeepers and timers). 1.2.10. Wear Proper Uniforms - (Personal Protective Equipment). The officials will wear proper uniforms as outlined in the rule books and have proper equipment in their possession at each game (including scorekeepers and timekeepers). Should an official arrive without appropriate personal protective equipment, as outlined in the referenced guidelines, the QAP reserves the right to cancel the event. The QAP is obligated to appropriately document the cancellation, (pictures are encouraged), in which the Government reserves the right to appropriate consideration IAW Federal Acquisition Regulation contract clause 52.246-4 Inspection of Services--Fixed Price. 1.2.11. Cancellation of Games. The official(s) has/have the authority to cancel any game because excessive misconduct or tardiness of a team. This determination will be made at the discretion of the official(s). It is expected that the contractor's personnel shall provide no less than a fifteen (15) minute "grace period" to allow for inclement weather or traffic delays for RAF Lakenheath and RAF Mildenhall's Fitness Centers. In cases in which the end using facilities participants fail to properly arrive at the scheduled time, the vendor is entitled to full payment for the entire event. 1.2.12. Postponement of Games. The assigned QAPs and the Contracting Officer have the authority to postpone any game because of emergencies, such as military commitments or inclement weather. Outdoor games will be temporarily postponed due to lightning within five miles. If the lightning remains in the area, games will be postponed on an individual basis. Military commitments will be interpreted by the Government Representative. 1.2.13 Reliability. If the contractor fails to provide the minimum number of required personnel, (or an official fails to meet the terms outlined under Section 1.2.11), the game or match may be postponed and replayed at a later date with no additional charge to the Government. Should the Government not elect re-performance, and the the deficiency is a result of the contractor providing less than the minimum number of personnel, (to include failure to provide sufficient documentation to process through the RAF Security), the contractor shall not be entitled to payment for the specified cancelled event. Appeals shall be submitted in writing to the Contracting Officer within one business day from notification of Government's intent to withhold payment. 1.2.14. Reporting Injuries. Any injury sustained by either a player or official, shall be brought to the immediate attention of a Government Representative, or the duly assigned QAP on the subject delivery order. In the event a Government Representative or their staff is unavailable injuries shall be reported no later than 0800 hours the next duty day. 1.2.15. Contractor Notification of Postponement. The contractor shall be notified of a rainout or postponed game not later than three hours before game time, by the Sports Director/Fitness Center Staff. In case of postponements after the two-hour grace period, the contractor shall be paid for only the first scheduled game after the notification. 1.2.16. Holidays and Weekends. Officials may be required to work weekends and holidays, as scheduled, or due to make-up games or tournament games. 1.2.17. Consumption of Drugs and Alcohol. No official shall be allowed to work a game if it is determined by the QAP or designated Government representative that he/she is under the consumption of alcohol or drugs. At no time will an official or other contractor personnel smoke or consume alcoholic beverages in, on, or around the playing area. This applies to before, during, in-between, and after games. 1.2.18. Professional Conduct. Officials shall maintain a professional attitude and appearance at all times. The Contracting Officer may request temporary or permanent suspension of any official that does not abide by this contract, the sports rules, or the local bylaws. Reasons may include, but are not limited to: lack of professional ability, lack of sufficient knowledge of the sport, tardiness, intoxication, misconduct, or unprofessional appearance or behavior. The thresholds and documentation for the procedures for the removal of an employee may be found under Section 1.2.1. of this Performance Work Statement. 1.2.19. Scoring Documents. Scorebooks and score sheets shall be submitted to the Government Representative (i.e., sports director, athletic director, coach, principal or person or QAP) on duty before 1000 hours the next duty day. The Government shall be obligated to provide no less than two, (2), representatives per task order, to the contractor, at the commencement of the season for the receipt of this documentation. Each appointment letter submitted to the vendor shall need to be signed or initialed by the vendor prior to this portion of the requirement, (1.2.20), becoming valid. It shall remain the Government's sole responsibility to transmit and receive the returned copies of these letters. 1.2.20. Absent Officials. Should an official/scorekeeper fail to report on time the contractor will not be paid in full but on a prorated basis for that official /scorekeeper time on the court or field. The contractor shall not be paid for an official / scorekeeper missing the entirety of the game. All officials/scorekeepers/timers must sign the scorebook prior to each game. In the event of 3 absences of any contractor personnel in a season, the contractor will compensate the Government the amount equal to the loss of service occurred. 1.2.21. Equipment Pick-up. Officials will pick up necessary equipment to conduct the game at least 15 minutes prior to game time and return it immediately following the game. This requirement shall not cover the personal protective equipment, or proper uniforms, but shall include log books, or special equipment required for the event - (logbooks/scorecards). The location of this equipment shall be outlined with the QAP appointment letter transmitted by the Government, and shall depend on the requirement, and the location of the event, (RAF Lakenheath / RAF Mildenhall). 1.2.22. Ejection of Players. Incidents leading to player or coach ejection, protest of the game, or any other problem(s), shall be reported to the Fitness Center Director, athletic director, coach, or principal before 0800 the following duty day. 1.2.23. Outdoor Sports. Government staff for the Fitness and/or Sports Center shall be responsible for ensuring outdoor lights are turned off and press boxes are properly secured prior to leaving the field of play. 1.2.24. Contractor Progress Meetings/Surveillance. The contractor shall meet with the Government Representative upon a mutual agreed date and time to discuss contractor performance and/or any contract concerns. Surveillance of contractor personnel, by Government Representatives, will be accomplished with the contractor at least monthly. However, the Government shall reserve the right to perform spot inspections of the contractor personnel at any time. Location for meetings will be mutually determined by all parties. Should the vendor submit a written request, this meeting may be held via teleconference. 1.2.25. Contractor Inspections. The contractor is expected to maintain the standards of a quality control program. The contractor shall perform periodic inspections to ensure each sport identified in paragraph 1.2.1 is inspected on a per season basis. The inspection summary shall include criteria that address the performance level of the provided official's services. The contractor shall provide the inspection report to the Government Representative. 1.3. BYLAWS AND RULES. 1.3.1. Bylaws. Bylaws and rules for RAF Lakenheath and RAF Mildenhall will be provided to the contractor by the Government, four weeks prior to the start of the particular sports season. 1.4. PERSONNEL 1.4.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of work. The name of this person, and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer within 10 days after contract award. 1.4.1.1. Resumes of Project Manager(s)/Coordinator(s): These resume(s) should reference the experience and qualifications of the proposed project manager(s). Intended personnel should have some management experience in coordinating a similar sized program. A primary concern for the Government includes experience with management of a fairly complex requirement with multiple end users. While formal education/training, prior experience handling Government contracts, or experience handling requirements in the United Kingdom/Europe are desirable, they are not mandatory requirements of the Project Manager. 1.4.1.2. Authority. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. 1.4.1.3. Availability. The Contract Manager or alternate shall be available via telephone within two hours of receiving a message. 1.4.1.4. English Language. The Contract Manager and alternate must be able to read, write, speak, and understand the English Language. 1.4.2 Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, and general well being of operational mission of the installation and its population. 1.4.2.1. Warning Concerning DoD Personnel. The contractor is cautioned that off-duty active duty military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guardsmen may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract. 1.5. QUALITY CONTROL. 1.5.1. QCP. In compliance with the contract clause entitled "Inspection of Services," the contractor shall provide a Quality Control Plan (QCP) that contains, at a minimum, the items listed in the Services Summary (SS). The Contracting Officer will notify the contractor of acceptance or required modifications to the plan before the contract start date. The contractor shall make appropriate modifications and obtain acceptance of the plan by the Contracting Officer before the contract start date. 1.5.2. Quality Control Plan. A description of the inspection system to cover all services listed on the Services Summary. The description shall include specifics as to be inspected on both a scheduled and unscheduled basis, frequency of inspections, and the title and organizational placement of the inspectors. Additionally, control procedures for any Government provided keys or lock combinations shall be included. The quality control plan shall include: 1.5.2.1. Methodology. A description of the methods to be used for identifying and preventing defects in the quality of service performed. 1.5.2.2. Records. A description of the records to be kept to document inspections and corrective or preventative actions taken. 1.5.2.3. Customer Complaints. Include a customer complaint feedback system for correction of complaints. All customer complaints shall be answered, necessary corrective action take, and completed records returned to the QAP within two workdays. 1.5.3. Availability. The records of inspections shall be kept and made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract. 1.6 QUALITY ASSURANCE 1.6.1. Quality Assurance Personnel (QAP) Assignment. Each Delivery order under this Indefinite Delivery Indefinite Quantity contract shall have a formal appointment of a Government QAP. These personnel shall evaluate performance of the contractor on behalf of the Government, coordinate Sports Seasons, and serve as a representative of the end using organization to their assigned task order of this IDIQ contract. Only the Contracting Officer has the authority to make adjustments to the contract. The QAP is not capable of revising the terms of performance or adding additional work. Further, they are not capable of providing any comments or quality inspections on any delivery order they have not been formally assigned to. The appointment of a QAP shall be made by the Contracting Officer, in a written letter to be transmitted to the vendor's office. Unless the vendor has received this appointment letter, they are not obligated to provide any Government personnel any of the items for the QAP as referenced in this Performance Work Statement, with the exception of the documentation required by the Contracting Officer. The vendor is obligated to sign and return at least two (2) copies of the QAP Appointment letter within two (2) business workdays of their receipt of the letter from the 48th Contracting Squadron. 1.6.2. Evaluation Criteria. The Government will evaluate the contractor's performance under this contract using this Performance Work Statement's Service Summary as the primary basis of observation. Government QAP will record all surveillance observations. When an observation indicates defective performance, the QAP will require the contract manager or representative at the site, to initial the observation. The initialing of the observation does not necessarily constitute concurrence with the observation, only acknowledgement that he/she has been made aware of the defective performance. Any action taken by the Contracting Officer as a result of surveillance will be according to the terms of the contract. 1.6.3. Quarterly Progress Meetings. The Government shall conduct quarterly quality control progress meetings. The purpose of these meetings shall be to review the status of any detected discrepancies, and outline the Government's requirements for the following months. To provide all parties with cost savings, the contractor shall be able to conduct these meetings via teleconference - at the vendor's written request. The contracting officer reserves the right to increase the frequency of progress meetings, should the situation demand it. Should the vendor provide a written request, these meeting may be held via teleconference, should the Contracting Officer approve it. 1.7. SECURITY REQUIREMENTS 1.7.1. Expectations. The contractor shall obtain both base and vehicle passes. Specific instructions will be provided at the pre-award conference. 1.7.2. Department of Defense Instruction 1402.5. As large portions of this requirement include working around, and officiating services for Department of Defense Dependent children, DODI 1402.5 is in effect for this requirement. This instruction obligates all personnel in a supervisor capacity, or working with children under their direction, to undergo a background check prior to being alone with a Department of Defense Dependent Child. Per the direction provided by this instruction; personnel who have not completed an appropriate background check - but are in a constant line of sight with an individual who has passed a background check meeting the terms of DODI 1402.5, may still provide performance on a probationary basis. The Quality Assurance Personnel attached to this contract shall provide escort while the contractor employees commence performance, but it is still expected that the vendor shall commence the procedure for undergoing the investigation for all assigned personnel upon contract award. Vendors should consider this added cost when proposing their prices for this requirement, as it is not the Government's intention to provide an additional equitable adjustment for this concern after award. The Government does not expect the vendor to submit all of their personnel for this background check, but sufficient individuals should be certified to ensure a smooth flow of operations. This determination should be dependent on the number of officials to be provided per line item - and included in the technical plan. 1.7.3. Vetting Procedure for Background Checks. Prospective vendors shall need to be aware and coordinate documentation in a timely manner to allow appropriate background investigations and checks to be conducted on personnel attempting to access RAF installations in the United Kingdom. While a full review shall be conducted at the pre-performance conference at time of contract award, vendors shall need to transmit information regarding employees at the earliest opportunity, to ensure timely processing of base access passes. The following Air Force Instructions: s AFI 31-501 Section 3.2 and USAFE31-208 Sections C, D, and E, may be used as a guide to illustrate the Air Force's policies for base installation access. SECTION II SERVICES SUMMARY Performance Objectives PWS Ref. Performance Threshold Shall supply the Contracting Officer and QAP a list of all officials no later than two weeks prior to the start of each sport season. 1.2.1 No more than two (2) valid customer complaints per sport season, per task order, per sports official. Should officials be determined to be completely noncompliant, and personnel are not capable of properly officiating, the Government shall be entitled to consideration and that official be dismissed Shall maintain records of their personnel's training and certifications. Officials must have a current certificate for each sport they officiate 1.2.1 Vendor shall maintain records for 100% of the officials that are performing on this requirement, and provide documentation at the contracting officer's request. Documentation on each requested official shall be provided no later than 48 Hours after verbal or written request from Contracting Officer. The contractor shall meet with the athletic director for each sports program at least 30 days prior to the start of the scheduled sport to review the specific rules and by-laws governing that particular sport. In the case that the 30 day window conflicts with the contract award date. In this case, the contractor should arrange a date with the Government which allows for sufficient review of the specific sport rules and by-laws. Should the vendor submit a written request to the Contracting Officer, this meeting may be conducted via teleconference. 1.2.4, 1.2.7 No more than two (2) missed scheduled meetings shall occur per task order. Each task order's sport season should be coordinated at the monthly review QAP session obligated under this Performance Work Statement. Each task order is expected to have a total of twelve (12) meetings per year. Vendors are encouraged to discuss all pertinent sports events at this coordination meeting. Shall coordinate with the end users via meeting/teleconference the first Monday of every month, to be sure of the date, time, and location of each game for that month 1.2.7 No more than two (2) missed meetings per task order. Each task order is expected to have a total of twelve (12) monthly meetings each year. Each task order under this Performance Work Statement shall require a separate meeting/teleconference for each under user. Officials will wear proper uniforms and have appropriate personal protective equipment in their possession at each game 1.2.10 Zero (0) officials, per task order, per month, shall be allowed to officiate in an incorrect uniform. The QAP reserves the right to cancel scheduled events should the officials arrive without appropriate protective equipment. No official shall be allowed to work a game if it is determined by the designated Government representative that he/she is under the consumption of alcohol or drugs. At no time will an official smoke or consume alcoholic beverages in, on, or around the playing area. 1.2.17 100% compliance is required. Zero tolerance, 100% Compliance with prohibition on illegal substances and the consumption of alcohol Officials shall maintain a professional attitude and appearance at all times. 1.2.18 No more than three (3) valid customer complaints per month, per task order. *Notice: this includes all sports being performed under that task order. The contracting officer reserves the right to make a final determination regarding valid customer complaints. Scorebooks and score sheets shall be turned into the Sports Director, athletic director, coach, principal or person on duty before 1000 hours the next duty day. 1.2.19 No more than six, (6), delinquent log books shall be turned into the QAP or properly designated official per contract line item (sport or event), per task order, per month. Officials/scorekeepers shall report to each sporting event on time. All officials/scorekeepers/timers must sign the scorebook prior to each game. 1.2.20 Should an official/scorekeeper fail to report on time the contractor will not be paid in full but on a prorated basis for that official /scorekeeper time on the court or field. The contractor shall not be paid for an official / scorekeeper missing the entirety of the game. In the event of 3 absences of any contractor personnel in a season, the contractor will compensate the Government the amount equal to the loss of service occurred. SECTION III GOVERNMENT-FURNISHED PROPERTY AND SERVICES 3.1. GOVERNMENT-FURNISHED PROPERTY 3.1.1. Facilities. There are no Government-Furnished Facilities provided under this contract. 3.1.2. Equipment. The Government will provide and maintain the scoreboards. The Government shall also provide scorecards/logbooks, and shall provide this equipment as outlined in the individual delivery orders. The contractor shall not be obligated to pickup or fill out the documentation regarding these score cards, until the Government has transmitted the appropriate documentation, as outlined in Section 1.2.22 and Section 1.7.1. 3.2 GOVERNMENT FURNISHED SERVICES. 3.2.1 Utilities. Utilities will be provided while the contractor is performing on base. 3.2.2. Security and Fire Protection. Security Police and Fire Protection can be reached at (01638) 523000. 3.2.3. Emergency Medical Care. The Government shall provide, strictly on an emergency basis, medical facilities for emergency medical care.
