- Title: NHRC support for the DoD HIV/AIDS Prevention Program (DHAPP) The Naval Medical Logistics Command (NMLC), on behalf of the Naval Health Research Center (NHRC) intends to issue a Request for Proposals. The proposed acquisition is to provide the NHRC with contractor support who shall augment the organic intramural capability of the DHAPP in conducting HIV/AIDS prevention and education programs on a global scale. Such consultation will include the capability to manage and facilitate the use of external entities in the conduct of tasks supporting DHAPP global initiatives, develop processes to monitor the success of programs conducted by external entities, and to document all stages of program performance and administration. This acquisition will be conducted as a full and open competition utilizing the policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates issuance of a single, cost-type contract. The contract is anticipated to have a 36-month period of performance for services, inclusive of planned option periods. It is anticipated that this procurement will be solicited unrestricted. However, the Government reserves the right to change the solicitation procedure. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about July 22, 2011 to the Naval Medical Logistics Command s website at http://www.nmlc.med.navy.mil/DBU-RFP.asp. Pre Solicitation notices are posted to FBO.gov and NECO.gov with a link to the website where the solicitation will be posted. Solicitations are to be downloaded from the website and no solicitations will be mailed. All proposals shall be sent to the address specified in the solicitation. Central Contractor Registration: All Offerors submitting proposals must: Be registered in the Central Contractor Registration (CCR) under NAICS code 541618 prior to submission; Maintain an active CCR registration with current information at all times during which it has an active Federal award or a proposal under consideration by any agency; Provide its DUNS number on the proposal it submits to the agency.
