- Sources Sought Notice for Sustainment Risk Assessment Process This is a Research and Development (R&D) Sources Sought Notice, as defined in FAR 5.205(a), and is intended to obtain information regarding Industry Vendor interest, capabilities, pricing, and other market information for planning purposes. The Defense Logistics Agency (DLA) R&D Program Office (J335) is conducting a market survey to determine the interest and capability of Industry Vendors to support the Sustainment Risk Assessment Process (SRAP) for activities as described below. DLA Weapon System Support Managers (WSSMs) need automated, proactive tools to identify and evaluate, on a weapons system basis, high risk National Stock Numbers (NSNs) and critical supply chain support issues. WSSMs typically react to existing NSN support or supply chain issues identified from various origins: customer complaints, emails, backorder lists, forecasts or critical part lists (e.g. parts lists to support deployed forces in Afghanistan and Iraq) and/or "war room" lists. Better methods are needed to identify and prioritize high risk NSNs that impact the sustainment of weapon systems or to meet wartime operational requirements. Furthermore, the volume of problem parts lists (quantity and length of lists) leads to short-term fixes, while the underlying root cause remains unidentified, ultimately increasing the time and resources invested. Additionally, WSSMs frequently identify identical parts with different NSNs. These duplicate NSNs require standardization to reduce the probability of being included on the various lists. Lastly, current analytical methods only use historical DLA data rather than including operational and maintenance data with predictive technologies to make meaningful distinctions to prioritize the NSNs on the various lists.
