Description
The Army Contracting Command Aberdeen Proving Grounds, Division H, Fort Huachuca, AZ intends to award a sole source requirement for JDSU Calibration and Repair Services with a base year and four one year options. This is NOT a request for proposal or quote. The proposed contract action is for calibration and repair services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplier or Service will Satisfy Agency Requirements from JDS Uniphase Corporation, 430 N. McCarthy Blvd., Milpitas, CA 95035-5116. The services are for calibration and/or repair support for Acterna/JDSU equipment belonging to NETCOM/9th SC(A) and/or units within NETCOM/9th SC(A)'s operational control. Calibration service with adjustment is necessary to meet the operational requirements of a wide variety of electrical, optical and data/IP instruments. Calibration and/or repair support shall include the commercial repair of Government-Owned equipment and calibration services to original manufacturer's specifications. Warranty coverage shall be provided for all equipment repairs. These products are Acterna/JDSU manufactured test instruments including, but not limited to, TB4000, TB6000, TB 8000, HST3000, HST SIMs, FST, OLP, OLS, FB6000, and FB8000. JDSU calibration and/or repair support will be required for NETCOM/9th SC (A) units and units within their operational control globally. Interested parties may identify their interest and any responses or inquiries to this notice shall demonstrate clear and convincing evidence that competition will be advantageous to the Government by submission of a technical capability statement. The contractor shall use their own format and the capability statement shall be 2 pages or less. Responses must include documentation from the manufacturer authorizing calibration and/or repair on the JDSU/Acterna equipment, as not to void any existing warranty. The proposed NAICS is 334515. Calibration and/or repair services include: Verify measurement accuracy of instrument to traceable standards, per manufacturer's specifications Incorporate factory engineering changes as necessary to optimize instrument functionality and reliability Adjust instrument to ensure instrument functions within manufacturer specification. Adjustments to include oscillator/clock frequency, and power levels as applicable Clean and verify all optical equipment laser and connections function properly Conduct a final full functionality test of all features to confirm operation within specification Clean instrument and apply calibration sticker that includes next required calibration date This notice of intent is not a request for proposal, request for quotation or an invitation for bid, nor does its issuance obligate or restrict the Government on its eventual acquisition approach. No RFQ will be available for competitive proposals. Phone call inquiries will not be accepted. Information received no later than 10 a.m. MST, August 5, 2011, will be reviewed by the Government. All information received from this notice shall be used for planning and market research purposes only. The Government shall not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
