Description
The Naval Air Systems Command (NAVAIR) intends to place a sole-source order under Basic Ordering Agreement N00019-11-G-0001 with The Boeing Company of St. Louis, Missouri 63166, for the procurement of non-recurring engineering efforts in support of the investigation of the Electromagnetic Aircraft Launch System (EMALS). Specifically, NAVAIR will utilize the EMALS System Model, which is a detailed semi-verified model of the entire EMALS, incorporated with the F/A-18E/F/G loads model Boeing Modular Six-Degree of Freedom (MODSDF) engineering simulation tool, to predict aircraft response to EMALS catapult forces; perform an air vehicle dynamic response analysis; identify airframe locations sensitive to EMALS loads, oscillations, and dynamic response; and conduct fatigue analyses to quantify the impact, if any, of EMALS on airframe and nose gear catapult service life. Boeing is the sole designer, developer, manufacturer and integrator of the F/A-18E/F and EA-18G aircraft in its various configurations and is the only source with the knowledge, expertise, tools, processes, facilities, and qualified personnel necessary to accomplish this effort. Any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs within the required response time.
