Description
NASA/JSC has a requirement for maintenance and modification of assigned aircraft atNASA Johnson Space Center (JSC), Houston, TX, Dryden Flight Research Center (DFRC),Edwards, CA, and Langley Research Center (LaRC), Hampton, VA. The proposed services willinclude the maintenance of a variety of aircraft airframes, engines, appliances, andequipment in support of flight operations at JSC, DFRC, and LaRC. The support of flightoperations at these Centers will require maintenance, quality control, engineering,logistics, and flight crew services. The period of performance will be nine months (ifall options are exercised), to include a base period of March 1, 2012 through May 31,2012 with 2 3-month options, June 1, 2012 through August 31, 2012 and September 1, 2012through November 30, 2012.NASA/JSC intends to purchase the services from Computer Science Corporation (CSC),Applied Technology Division. This procurement will be supported by a Justification ForOther Than Full And Open Competition pursuant to 10 U.S.C. 2304(c)(1) and FAR6.302-1(b)(1)(ii). Only CSC has the unique knowledge of all the aging aircraft requiredto support the retirement of the Shuttle Program and International Space Station duringthe transition to the development of the Next Deep Space Transportation System. Thisprocurement is an extension to the current contract, Contract NNJ09JE44C with CSC. Thisextension will allow adequate contract coverage while the follow-on competitiveprocurement progresses.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 21, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
