- LINE ITEM 0001: Quantity 1 each. sCMOS camera with following ancillaries: Part: DC-152Q-FI 2560x2160, 6.5um, sCMOS, FI, -40C Part: ACZ-03453 Cable w/ Fire, Shutter, Ext Tgr, Arm I2c Part: SOLIS (I) Software for Imaging cameras Minimum specifications: 1. The camera must be a sCMOS camera. 2. Quantum efficiency at 550 nm wavelength must be greater than or equal to 55 per cent. 3. The camera must have a pixel size less than 7 micrometers. 4. The camera must have a pixel array that is at least 2000 by 2000 in size, a larger pixel array is desired. 5. The camera must have a pixel well depth of at least 30,000 electrons. 6. The camera must have both rolling and global shutters. 7. The maximum frame rate at full pixel array resolution must be equal to or greater than 90 fps (frames per second) with a rolling shutter, faster frame rate is desired. 8. The read noise of the camera must be less than 2 electrons at 90 fps, lower noise is desired. 9. The camera must have adjustable regions of interest to allow higher frame rate capture. 10. The camera must be cooled to at least minus forty degrees C or lower, this is required for long exposure times. A substantially lower temperature would be desirable. 11. The camera must have 16-bit digitization, and write images in either TIFF or FITS formats. 12. The camera must come with a Nikon lens mount. 13. All required cabling, data acquisition cards, and software to control the camera and continuously (not just burst mode) save data at full spatial resolution (specification 4) and maximum frame rate (specification 5) must be included. The software must run natively on Windows XP and Windows 7. The cable(s) connecting the camera to the computer must be at least 5 m in length. 14. Camera must be provided with both stand alone software to run the camera and a software developer kit that is compatible with C/C++, C#, Visual Basic 6 and VB.NET. 15. The camera must use U.S. standard power plugs and be powered by 120 VAC at 60 Hz. Delivery must be completed no later than 60 days after receipt of order. Please provide manufacturer part numbers for items quoted. Delivery shall be FOB Destination. FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Quotes shall include the manufacturer, make and model of the quoted system and/or its components, manufacturer sales literature or other product literature or as downloadable electronic documents from the company website which addresses all specifications, and CLEARLY DOCUMENTS that the offered products meet or exceed the specifications stated above. Basis for Award: Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation; and (2) Quotes the lowest price. Submissions: All quoters shall submit the following: 1) An original and one (1) copy of a quotation which addresses Line Item 0001 and all technical evaluation criteria, including documentation of product specifications that demonstrate that all of these specifications are met. 2) A Description of the commercial warranty; Please include the following details: A. Length of warranty. B. What is included? (Parts, labor) C. Is the warranty on-site or return to vendor? If on-site - is travel included? If return to vendor - is shipping to and from NIST included? 3) One copy of the most recent published price list; 4) This is an Open-Market Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation Submission must be received by 3:30 p.m. local time July 20, 2011.
