- The Contracting Department, NAVSUP Fleet Logistic Center Norfolk, Norfolk, VA, 23511-3392; intends to negotiate a multiple award Indefinite Delivery/Indefinite Quantity type contract with Cost Plus Fixed Fee and Firm Fixed Price pricing provisions and will utilize procedures under FAR Part 15 Contracting by Negotiation . This requirement is to provide readiness and metrics support to the Warfare Enterprises (WE), which was formed to provide support to Naval Aviation Enterprise (NAE) and Surface Warfare Enterprise (SWE), along with any other enterprise that will receive support for readiness metrics development and analysis via this vehicle. The enterprises are composed around specific war fighting domains and their primary providers, working across existing stovepipes, or functional commands, to ensure ability to meet the war fighting mission at the lowest possible price. The primary goal of the enterprise construct is to work collaboratively within a partnership of operators, resource sponsors, and providers to establish a culture of continuous process improvement to optimize the war-fighting readiness of all forces, while generating the greatest possible efficiencies. To maximize Enterprise performance, the key attributes of an Enterprise must exist: (1) consistently apply cross-functional process thinking; (2) establish and maintain process discipline; (3) utilize a set of consistent, integrated, and hierarchical metrics; (4) ensure full and consistent transparency of data, information, and activities; (5) establish and maintain accountability for actions and results; (6) apply an integrated governance structure; and (7) maintain a focus on total ownership. Top level processes in enterprise management include, for example, current readiness, supply chain management; future readiness, acquisition and procurement; both current and future total force requirements; and enterprise financial management and metrics. The enterprise framework is about change management and forging a path to an affordable future for the Navy, as we continue to deploy a combat-ready Navy today. A complete RFP package will be available on or around 05 AUG 2011 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fedbizopps.gov/. Place of Performance will be east coast, west coast, and potentially Hawaii. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the Size Standard is $7.0M. This prospective Request for Proposal (RFP) will be processed utilizing Full and Open Competition , and will contain a required Small Business Subcontracting Plan. The resulting contract will be for the period of a twelve (12) month base year and four (4) twelve month option years along with FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
