- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. A solicitation is not being issued at this time and this notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Responses will not be returned. The 21st Contracting Squadron is searching for vendors that can provide technical support and services necessary to fully support research, development, integration and enhancement of the CloudShield CS-2X00 line of products into the Air Force architecture. The contractor shall provide all personnel, supervision and any items and services necessary to perform the above service. Contractor tasks include, but are not limited to, the following: training, installation, trouble shooting, maintenance and integration of capabilities into the CloudShield CS-2X00 series line of products. The Government's requirement for this service is being developed. Market research is being conducted to determine interest, socio-economic category, and comments on "phase in" of potential sources for the requirement. Interested parties are requested to submit comments not to exceed a total of five pages, each single side counting as one page which addresses the following areas: 1) Is your business categorized as a large or small business? 2) If small, does your firm qualify in other categories? If so, please state which categories such as 8(a), disadvantaged, woman-owned, service-disabled veteran, etc. Please include your company name, cage code and applicable NAICS Codes for which you do business under. 3) Would your business require a "phase-in" period at start-up of contract? If so, how many days? 4) What information do you require to propose to this service other than a performance work statement and the attachments to the performance work statement? 5) The proposed NAICS for this requirement is 541511, Computer program or software development, custom; with a size standard of $25M. Do you agree with the proposed NAICS, if not why? 6) The government is contemplating a 1 - year base period, plus 2 - one year option periods under a Cost Reimbursable Contract with Firm Fixed Price (FFP) contract line items (CLINs) for training. What is your experience with similar length and types of contracts with research, development, integration and enhancement of the CloudShield CS-2X00 line of products? AFFARS 5352.201-9101 - OMBUDSMAN (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
