Description
The Bureau of Land Management (BLM), Oregon State Office, plans to award a noncompetitive purchase order with Ly Cox Enterprises, Inc., 6805 S. Frontage Road, Billings, Montana for two WR90 Oscillator Series 3 Walk `n Roll Packer/Roller. The packer/roller will be an attachment for the John Deere 672G motor grader in BLMs, Vale and Prineville Districts. PACKER/ROLLER TECHNICAL SPECIFICATIONS: 1) 90" packing width, 2) Heavy 12" X 6" single beam main frame with high arch gooseneck, 3) Six heavy duty independent walking beams 4) 2" X 12" hardened steel pivot pins, 5) Five inches of bushing, 6) Twelve easy access 7.50 X 15 smooth roller tires, 7) Individual 6,000 lbs. hubs, 8) Six easy to reach grease zerks, 9) Machine weight not to exceed 3,500 lbs. In order to have a road that performs properly it needs to be graded and most importantly good compaction, the more tires that stay on the road the better the compaction. The walk `n Roll compactor single walking beam design provides for the best compaction. If the single walking beam unit encounters an object on the road during the grading process only two of the tires leave the road surface, but if the double walking beam encounters the same object four of the tires leave the road surface which leaves 50% more road surface un-compacted. The single walking beam has been shown to compact the road surface faster and better than the double walking beam. Vendors who possess the capability to provide the named products may submit their qualifications in writing specifically addressing ability to provide the equipment to the Contracting Officer. This notice is not a request for competitive quotes. The Government will consider all responses received by noon, Thursday, July 21, 2011, local time (PST). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
