- The purpose of this Request for Information (RFI) is to determine if capabilities exist to manufacture or produce for FEMA, a Hand-Crank, 6 Function Flash Light/Radio. This 6 Function Hand-Crank Flash Light/Radio must be in compliance with the Buy America Act and/or the U.S. Trade Agreement Act. This RFI is for information purposes only. Please respond to the attention of the point of contact listed above by the time specified. Background: FEMA has a need to provide various life saving commodities to survivors during disaster response operations to include natural disasters and other manmade disasters. Additionally, FEMA provides life sustaining commodities to disaster impacted survivors during recovery operations. In response to lessons learned from previous disaster operations, FEMA is currently, executing a "Right Sizing" Initiative to redefine the type and quantity of commodities currently warehoused in the FEMA Distribution Centers (DCs) in Hawaii and Guam. This initiative includes developing Tent Support Packages (TSPs) and Individual Support Packages (ISPs). These pre-staged packages include fundamental life sustaining items such as, bandages, blankets, cookware, dinnerware and crank flashlights to name a few. TSP would be distributed to impacted disaster survivors living in soft shelter emergency housing for temporary sustainment. Requirement: 9,500 Hand Crank Flash Light/Radio The (6) major functions of the Hand Crank Flash Light are a critical component of the Tent Support Packages. The Hand Crank Flash Light must have the following functionality to support survivors during disaster operations. •LED Flashlight with a minimum of 35 Lumens •Radio with access to both FM and weather band stations •Multi-Power Capabilities - Ability to be powered by crank power, battery power (non-akaline), car charger, or wall charger •Light flasher capabilities •Emergency siren with at least 130 decibels •Cell phone charging capabilities •Includes both a car and a wall power AC/DC adapter •Includes a minimum of four commonly used cell phone charging adapters with charging cord Packaging & Delivery Requirements: oComponents for the flashlight should come packaged or assembled with flashlight. oBulk components in separate packaging are not acceptable. oVendor must be able to provide delivery of Hand-Crank Flash Lights to the FEMA Distributions Centers Pacific (i.e. Hawaii & Guam).
