- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Government seeks a firm-fixed price contract for anticipated 2 or more deliveries of approximately a total of 10,000 gallons of Diesel Fuel #2. First fuel delivery will be on July 12, 2011 with the second delivery of fuel on or about July 27, 2011, all other deliveries to the same site upon 24 hour notice up to August 31, 2011. Quantity of delivery and/or number of deliveries may vary based on usage. Vendors must hold current registration with the DoD Central Contractor Register (www.ccr.gov) at time of bid. The drop of all fuel will be at MATES 64 on Fort Carson, Colorado. Contractor must have access to Fort Carson Base. INSTRUCTIONS TO OFFERORS Only electronic offers will be accepted. Offers and questions are due to Sandra.miranda@ng.army.mil, no later than 9:00 AM, MST July 07,2011. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers: 1. Number of gallons offered for the given price ceiling/lowest unit price. The Government will award to the responsible small business-offeror that offers the most gallons with the lowest unit price for the given price ceiling of $10,000.00. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) ADDITIONAL SOLICITATION PROVISIONS/CONTRACT CLAUSES: FAR 52.252-2 Clauses Incorporated by Reference (Feb 1998) For the purpose of this clause, the fill-ins are: http://www.acquisition.gov/far/index.html and http://www1.va.gov/oamm/oa/ars/policyreg/vaar/index.cfm, respectively. This solicitation is issued as a Request for Quotation (RFQ) and the incorporated provisions and clauses are current through Federal Acquisition Circular 2005-36 dated August 11, 2009. FAR Clauses 52.203-5, 52.232-18, 52.244-6, and 52.252-2 are applicable to the acquisition. The following clauses in are checked: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-5, 52.225-13, and 52.232-33. Offeror shall include a completed copy of the Provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, within its offer. All FAR clauses and provisions can be found at www.acquisistion.gov. Vendor must also provide its Dun and Bradstreet number (DUNS).
