Description
Work includes, but is not limited to, providing all material, labor, and equipment necessary to provide and install new HVAC and controls in a multi-story 250,000 square foot facility namely the Main Post Office (MPO), 151 Forest Avenue, Cumberland County, Portland, Maine. The estimated cost of the work is between $1,500,000 and $2,300,000 with construction completion no later than three hundred sixty (360) calendar days after receipt of the Notice to Proceed. There will be no pre-proposal meeting for this solicitation. Offerors are encouraged to visit the site. On-site visits may be arranged by contacting Joseph A. Manganaro, USPS Manager, Maintenance Operations, at (207) 510-2864. Technical inquires are to be addressed to the Project Architect Alvin Robinson, III of RDK Engineers at (978) 475-0278 or the Project Manager Andrew L. Stein at (603) 427-6282. This is not a formal invitation for bid; therefore, no bid bond or proposal guarantee is required. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. NOTE: The attached USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time is expected to exceed sixty (60) days, the successful contractor is bound by Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $500,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued. Thereafter, submission of a quarterly web-based SMWOB report will be required. AWARD of this contract will be based on BEST VALUE. To be considered, offerors must complete and submit Construction Qualification Package, in an envelope marked TECHNICAL QUALFICIATION PACKAGE - Portland, ME MPO Install New HVAC and submit price proposal (Offer/Award, Schedule of Values, Safety & Health Plan) in a separate envelope with PS Form 7377 label. SOLICITATION PACKAGES may be purchased by sending to Susan Lam, USPS Northeast Facilities Service Office, 6 Griffin Rd North, Windsor, CT 06006-0300, a NON-REFUNDABLE $175 check or money order, made payable to USPS Disbursing Officer,.
