- The Fleet and Industrial Supply Center (FISC), San Diego Contracting Department, IAW FAR Part 13, Simplified Acquisition Regulation, intends to award a Sole Source Firm Fixed Price Contract to Composite Mirror Applications Inc. (1638 S. Research Loop, Tucson AZ, 85710-6769) for the procurement of equipment for the Naval Postgraduate School (NPS). In order to support the Mechanical and Astonautical Engineering Department at NPS, a requirement for the fabrication of 1m parabolic carbon fiber reinforced polymer (CFRP) mirror from Composite Mirror Applications is needed. NPS will use this mirror in a horizon pointing orientation, supplying collimated light to the Segmented Mirror Telescope (SMT). The light will be used to evaluate surface and phasing control of the SMT optics using the sensor suite attached to the back of the telescope. The mirror will require a mount for coarse and fine position adjustment of the mirror. The mount will be attached to the isolation table and have tip, tilt and +/- Y (up & down) adjustment. The items to be procured include one (1) mount for 1m mirror and must meet the following requirements: 1) Must be compatible with the CMA 1m parabolic carbon fiber reinforced polymer (CFRP) mirror currently in fabrication for NPS, 2) Must be constructed from CFRP material, 3) Must be lightweight and easy to lift, 4) Vendor must be knowledgeable about tip-tilt & Y mechanisms. The proposed contract action is for non-commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. No formal drawings or specifications will be provided. Interested persons may identify their intent and capability to respond to the requirement by advising the Contract Specialist (see contact information below). This notice of intent is not a request for competitive proposals. However, any and all capable parties that can meet the requirement shall contact the Contract Specialist by 13 July 2011 and will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 333314.
