- F11PX03918 This is a notice of intent to go Sol Source in accordance with FAR 6.302-1 for the following items: Use of The Nature Conservancy Facility's on Palmyra Atoll Vendor: Nature Conservancy, The4245 North Fairfax Dr. Ste. 100Arlington, VA 22203-1637 The Nature Conservancy (TNC) is the proprietor of the only research facility on Palmyra Atoll, an inholding in Palmyra Atoll National Wildlife Refuge (NWR). When the Pacific Reefs NWR Complex Fish and Wildlife Services (FWS) personnel are on Palmyra the must use the TNC Facility while on-island as there is no alternative selection. The atoll is uninhabited, except for the camp that is run by TNC for the Palmyra Atoll Research Consortium that is dedicated to educational research. The service manages remote camps on other atoll NWR's and the cost are well known to the Service. While at the atoll, FWS personnel are in temporary duty status and it is more cost effective and operationally feasible for the government to use the TNC facility than it would be to establish a separate remote field camp on the Atoll.
