- 17 May 2011 PWS The Department of the Air Force, Air Force Materiel Command, Air Force Flight Test Center (AFFTC), Directorate of Contracting, Edwards Air Force Base California, intends to award a sole source contract modification to Calspan Corporation, 4455 Genesee St., Buffalo, NY 14225-1928 using the authority of 10 U.S.C. 2304(c)(1), pursuant to FAR 6.302-1(a)(2)(iii)(B), increasing the quantities and value of the contract. The current period of performance end date for this contract remains unchanged 30 Sep 14. The NAICS Code is 611512 which has a business size standard of $25,500,000. This modification is to continue the requirement for support services for the Variable Stability Aircraft Support on the Learjet (L-24). Services include: to provide a Learjet (L-24) equipped to emulate a number of different aircraft configurations using Variable Stability (VSA) software, pilot support, curriculum support, and projects support as required at the USAF Test Pilot School (TPS). This sole source award is being made to ensure the critical, highly integrated, real time support to TPS is maintained. Calspan Corporation is the developer of proprietary VSA software program incorporated into the aircraft. This software is not available to TPS through any other company, therefore Calspan Corporation is the only provider of the highly specialized services required. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 15 days of the publication of this notice. Contractors interested in this requirement should submit clear and convincing evidence that they can meet the Government's requirement. Mailed responses should be submitted to the attention of Alberto Safille, AFFTC/PKEW, 5 South Wolfe Ave, Bldg. 2800, Edwards AFB CA 93524. The due date and time for responses to this synopsis is 5:00 pm Pacific Standard Time on 19 July 2011. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not a competitive procurement should be conducted.
