Description
Oil specification This is a combined synopsis/solicitation for a commercial supply item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12 as supplemented with additional information included in this announcement. The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), National Weather Service (NWS) intends to solicit for purchase of 385 5-gallon cans of synthetic dielectric oil, NSN: 9160-01-142-5748, ASN: R400-3A7C01. This item is being purchased for the National Weather Service (NWS) NEXRAD Radar program to be delivered to the National Logistics Support Center, Kansas City, MO. The oil will be packaged in NWS supplied containers. Oil has been previously purchased under Westinghouse P/N 55822AV and Tulstar Products P/N TS-3487. Shell DIALA AX and Crosstran 206 are considered approved products for this acquisition. The supplies are to be shipped on a FOB Destination basis. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures. This is a small business set-aside. Firms interested in this requirement must submit demonstrated evidence of its capability and experience in providing the exact part or an equivalent specified for the NWS program. The Government may require first article testing under this requirement. The NAICS code for this action is 324191. All contractors submitting quotes for this acquisition must be registered with the Central Contractor Registry (CCR) or certification of registration in the Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered with CCR. In order to register with the CCR and ORCA offerors must have a Dun & Bradstreet number. The Request for Quotation (RFQ) and packaging/marking requirements are attached to this notice. All interested parties are required to sign and date the quotes before submitting to the U.S. Department of Commerce, NOAA/NWS, Attn: Jeffrey Paul, Rm 3160, 1325 East West Hwy, Silver Spring, MD, 20910. Quotes must be received on or before 12:00 PM EDT, July 15, 2011. Quotes may be sent by either email to Jeffrey.paul@noaa.gov, or faxed to 301-608-0978.
