Description
NOTICE OF INTENT OF SOLE SOURCE PROCUREMENT Description: This is a notice of intent to issue a sole-source contract to Dresser-Rand Company, 1675 Brandywine Avenue, Chula Vista, San Diego, CA 91911 for technical manufacturing Turbine parts for OEM (support bars and screws) on JO 38RNB-23101, 23102, 23103, and 23104-S01. The Government intends to award this contract on or about July 22, 2011. This procurement is being conducted under the authority of 10 U.S.C 2304 (C) and FAR 6.302-1(a) (2) (ii), Only one responsible source and no other supplies or services will satisfy agency requirements., which applies when the supply required by the agency are only available from one responsible source and no other type of supply will satisfy the agency's needs. Requirements: The required supplies are OEM proprietary factory parts of existing components that make up part of the main engine hp turbine assembly. These parts are necessary for form, fit, and function of our existing component to prevent component failure. The RDD date is 09/05/2011. The manufacturing Lead Time for these items is 45+ days. If the required supplies are not received by the RDD date, it could cost in excess of $500K per day in undocking delays. Quality Assurance/Progress/Compliance: In accordance with FAR 12.208 Contract Quality Assurance, contracts for commercial items shall rely on contractors' existing quality assurance systems as a substitute for Government inspection and testing before tender for acceptance unless customary market practices for the commercial item being acquired include in-process inspection. Any in-process inspection by the Government shall be conducted in a manner consistent with commercial practice. Responses to This Notice: Quoters who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirements set forth. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit the agency analysis to establish a bona fide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 12:00 p.m. Pacific time, July 20, 2011.
