Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Rotational Lab Stand. NASA Ames Research Center requires this item to meet the minimum specifications asdescribed below: BACKGROUNDA Rotational Lab Stand is required to support the extremely delicate Echelon CrossEchelle Spectrograph (EXES) which is a Principal Investigator-class Science mid-infraredspectrograph instrument. EXES is designed for use on the Stratospheric Observatory forInfrared Astronomy (SOFIA) aircraft. The stand is required to facilitate the futurepreparation and installation procedures envisioned for both NASA Ames Research Center andNASA Dryden Aircraft Operations Facility. Instrument maintenance, checkout, and prepwork will all occur while EXES is installed upon the Rotational Lab Stand. When readyfor installation upon SOFIA, EXES will be rotated to horizontal and transferred to theScience Instrument cart.SPECIFICATIONS The Rotational Lab Stand shall support the 800 pound weight of the 77 long x 24diameter cylindrical EXES instrument with at least a factor of safety of three onultimate loading and two on yielding; The Rotational Lab Stand shall support in a failsafe manner regardless of theinstruments orientation whether horizontal, vertical, or anywhere in between and at notime shall there be potential for tipping or overturning of the system; EXES must attach to the stand via fastener holes which match the forward end fastenerpattern of EXES;Free access to all surfaces of the instrument must be allowed at all times regardless ofoperational angle;When EXES is horizontal, the stand shall locate the fully cantilevered instrumentcenterline at 40.375 above floor level; The Rotational Lab Stand configuration shall provide a simple, unimpeded interfacebetween EXES and the Science Instrument cart used for transport to and from the SOFIAtelescope flange;The stand shall be mobile, and shall have provisions for stable, stationary operation viaretractable floor locks or similar hardware;At no point during the rotation of the instrument shall any portion of it or theRotational Lab Stand exceed 84 above floor level; The Rotational Lab Stand shall allow the removal of the outer instrument shell andintermediate instrument shields and access to all sides of the internal optics shall beallowed with the shell and shields removed; The Rotational Lab Stand operator shall be able to change instrument angles safely viaremote control; The control system and structure shall allow dwelling of the instrument at any angle foran indefinite period of time; Impact upon the extremely delicate instrument shall be minimal when it reaches eithertravel extent. DELIVERABLESDeliverables under this procurement include detailed design drawings of the RotationalLab Stand and its drive mechanism including a structural analysis demonstrating itssafety. After NASA review and acceptance of the design drawings, the contractor shalldeliver the completed Rotational Lab Stand and control system.PERIOD OF PERFORMANCEA complete design and structural analysis of the Rotational Lab Stand, ready for Amesengineering review is required four weeks after date of award.Upon Ames approval of thedesign and structural analysis, delivery of the assembled Rotational Lab Stand to NASAAmes Research Center, Moffett Field, CA 94035-0001 is required within six weeks ofdesign approval. The North American Industry Classification System (NAICS) Code and the small businesssize standard for this procurement are 333924 (Industrial Truck, Tractor, Trailer, andStacker Machinery Manufacturing) with a small business size of 750 employees;respectively. All responsible sources may submit an offer which shall be considered by the agency.Offers for the items(s) described above are due by Thursday, July 21, 2011, no later than3:00 PM Pacific Time, to the contract specialist, Karen Klaas, emailKaren.Klaas@nasa.gov, and must include a firm fixed price for the each of the requireditems:1) Price for detailed design drawings of the Rotational Lab Stand and its drivemechanism including a structural analysis demonstrating its safety, 2) Price formanufacture and delivery of the completed Rotational Lab Stand and control system. Quotations must also include: solicitation number, proposed delivery schedule,discount/payment terms, warranty duration (if applicable), taxpayer identification number(TIN), identification of any special commercial terms, and be signed by an authorizedcompany representative. The provisions and clauses in the RFQ are those in effectthrough Federal Acquisition Circular (FAC) 2005-48. The Federal Acquisition Regulation (FAR) may be obtained via the Internet at URL:http://www.acquisition.gov/far/index.html. The NASA FAR Supplement (NFS) may be obtained via the Internet at URL:http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm.Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. Please note paragraphs(j) and (k) that require all offerors to have a DUNS number and current CCR registration.Offerors shall provide the information required by FAR 52.212-3 (May 2011), OfferorRepresentations and Certifications - Commercial Items with their offer. If the offerorhas already entered their representations and certifications at the OnlineRepresentations and Certifications Application (ORCA) at https://orca.bpn.gov/,offerors are only required to complete paragraph (b) of the provision and return withyour quotation. Selection and award will be made to the offeror whose offer will be most advantageous tothe Government, with consideration given to the following evaluation factors: (1)Technical merit of the proposed Rotational Lab Stand and the extent that it meets all ofthe specifications listed above; (2) Price: An evaluation of the reasonableness of thequoted price for the design drawings and completed Rotational Lab Stand; (3) Schedule: Anevaluation of the offeror's delivery schedule for complete detail design drawings and itsdrive mechanism including a structural analysis demonstrating its safety design; and theschedule for the completed Rotational Lab Stand and control system to be delivered toNASA Ames Research Center, Moffett Field, CA.The offerors past performance and warranty for the Rotational Lab Stand shall beconsidered. Vendor shall include applicable background and experience consisting ofrelevant job examples with references from recent jobs with client contact information. It is critical that offerors provide adequate detail to allow evaluation of their offer.(SEE FAR 52.212-1(b)). Prospective offerors shall notify this office of their intent to submit an offer.
