- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD2011109 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-52. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Columbus Instruments Intl Corp., 950 North Hague Avenue Columbus, OH 43204 the following instrument and components:1.Upgrade Oxymax 070500/07504/080471/090304 w/Food Mass Monitoring and Telemetry to comprise of the following: a.P/N: CLAMS-FM-8-UP --- CLAMS 8 Station Food Mass Monitor Upgrade QUANTITY (1) EAb.P/N: CLAMS-CFU-M --- CLAMS Center Feeder Upgrade to Oxymax Chamber for Mouse (25-50g) QUANTITY (8) EAc.P/N: CLAMS-TR-8 --- CLAMS 8 Station Telemetry Receiver and Antenna QUANTITY (1) EAd.P/N: CLAMS-TT --- CLAMS Telemetry Transmitter for Temperature (only) QUANTITY (8) EAe.P/N: CLAMS-SS-8-KK --- CLAMS 8 Station Shelving with Network Support QUANTITY (1) EA 2.Installation and Operator Training at client site - 1 Charge+ Oxymax/CLAMS is the only product that provides a one test solution for the simultaneous collection of multiple parameters describing metabolic and behavior performance of up to 32 animals. Oxymax/CLAMS is ideal for use as the center piece in a phenotyping core facility or when employed within a more focused project where reliable and repeatable data must be collected across a broad range of physiology/behavior and compared over long periods of time. Such system is currently present at our animal phenotyping core facility and it is able to monitor metabolic and activity parameters in 8 animals at a time. In order to expand the data collected from each mouse at the same experimental paradigm, an upgrade to include food intake and temperature monitoring is required. Upgrading of the lab existing system will allow the lab to get metabolic, behavior and temperature analyses using only one system. The lab current system is a product of Columbus Instrument, thus it is logical to use the upgrade offers by Columbus thus ensuring that compatibility with the existing equipment. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within ten days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors Commercial Items; FAR Clause 52.212-2, Evaluation Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit two (2) copies of their quotation to the below address. Faxed copies or email responses/quotes will not be accepted. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by July 19, 2011 by 10 a.m. EST. The quotation must reference Solicitation number NICHD2011109.
