Description
This acquisition is conducted by the U.S. Department of the Interior (DOI), National Business Center, Acquisition Services Directorate (AQD), 381 Elden Street, Suite 4000, Herndon, VA 20170-4817, on behalf of the U.S. Department of Veterans Affairs Financial Services Center (VA-FSC) with a primary location of 7600 Metropolis Drive, Building 5, Austin, TX, 78744-2303. AQD is a federal franchise fund contracting office within DOI under the authority of the Government Management Reform Act (GMRA) and is authorized to provide acquisition support within DOI as well as to Other Government Agencies (OGA). The RFP and all documents related to this procurement will only be available on the AQD website at http://www.aqd.nbc.gov/Business/openmarket.aspx under RFP # D11PS18974. This is a commercial IT services Labor Hour requirement to perform Vitria BusinessWare Programming Support Services. This is a competitive requirement which has been set aside under the Small Business Administration (SBA) 8(a) program. The total period of performance is five years consisting of a base year followed by four option years. The contract type is Labor Hour (LH). There is minimal travel expense. The designated NAICS code is 541511 Custom Computer Programming Services with a size standard of $25 million. The acquisition will be conducted as an 8(a) competitive requirement under FAR Subpart 19.805 Competitive 8(a), in conjunction with FAR Part 12 Acquisition of Commercial Items, and FAR Part 15 Contracting by Negotiation. The Government shall issue a single award based on best value to the Government considering all factors.
