Description
CI Synopsis: Naval Facilities Engineering Command, Far East, Resident Officer in Charge of Construction, (NAVFAC ROICC) Camp Butler is issuing this synopsis to attract interest among prospective contractors to compete Base plus 2 option years Combination Firm-Fixed Price (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) under Commercial Item procedures to perform Collection and Disposal of Septic Waste, sludge and Grease at various U.S. Government Installations, Okinawa, Japan. This requirement will be procured utilizing competitive best value trade off evaluation process under Commercial Item procedures in accordance with FAR Part 12. Interested contractors shall be strongly encouraged to follow the requirements of the Technical Evaluation Factors stated in the attached solicitation N40084-11-R-2001. The following factors shall be used to evaluate offers: 1. Management and Technical Approach of the items offered to meet the government requirement. For this factor, the contractor is to provide, at a minimum, sufficient narratives, supporting documents, and any other proposal submissions a contractor deems necessary to address their Workforce Management, Key Management Personnel Resumes, and Corporate Experience; 2. Past Performance; 3. Safety; and 4. Price. Award will be made on the basis of best value to the Government, price and technical factors considered. The process permits tradeoffs among price and technical factors, which allows the Government to accept other than lowest priced when perceived benefits of the higher prices proposal merit the additional cost. Interested contractors shall be fully responsible to verify the SF1449 (Solicitation N40084-11-R-2001) together with all other attachments uploaded to this solicitation. The above solicitation consists of the following documents: 1.SF1449 Solicitation N40084-11-R-2001 (91 pages) 2.Attachment 1 Annex : 0100000 General Information(4 pages) 3.Attachment 2 Annex : 0200000 Management and Administration (32 pages) 4.Attachment 3 Annex: 1502000 Facilities Investment (8 pages) 5.Attachment 4 Annex : 1604000 Waste Water (7 pages) 6.Attachment 5 Section F: Deliveries or Performance (38 pages) 7.Attachment 6 Section J: Documents, Exhibits and other Attachments (89 pages) All firms must be registered in the Central Contractor Registration database @ www.ccr.gov and shall be considered for award. Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award. Quotations are due on 01 Aug 2011 at 10:00 AM (Japan Standard Time). Quotations together with the completed representation and certifications must be submitted at ROICC Camp Butler Bldg 331 2nd Floor Camp Foster. The questions are accepted in writing in English at least (7) seven working days prior to closing date. Telephonic inquires will not be accepted. Pre-proposal conference and site visit have been scheduled on 15 July 2011 at 9:00 AM, 2Fl Conference Room 2A and B Building 331 Camp Foster Okinawa, Japan. All interested offerors are encouraged to attend. Please provide the list of attendees to Nollie Enriquez by e-mail Nollie.enriquez.rp@usmc.mil at least 5 calendar days prior to pre-proposal conference. NOTE: The Amendment 01 was released; however, will not be required for signature from offerors as the conformed copy of the solicitation is. If any amendments are to be issued to this solicitation, the numbering will begin with Amendment 02.
