- Hotel, Dining, and Audio/Visual Event Production, located at Baltimore Inner Harbor, Maryland SBA Administrative Officers Training and Managers' Training REQUIRED EVENT DATES FOR THE ADMINISTRATIVE OFFICERS TRAINING: • August 1-5, 2011 • August 8-12, 2011 • "To Be Determined" (an alternate only if one of the two dates has to be rescheduled) REQUIRED EVENT DATES FOR THE MANAGERS TRAINING: • September 19-22, 2011 • October 17-20, 2011 • October 24-27, 2011 • "To Be Determined" (an alternate only if one of the three dates has to be rescheduled) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested from this document and a written solicitation will NOT be issued. The NAICS is 721110 and the Small Business Size Standard is $30.0 million, full and open competition. This is issued as a request for quote (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52 (May 31, 2011). 1.0 INTRODUCTION The purpose of this project is to procure hotel rooms, training/conference space, audio-visual support (as required) and meal services for these SBA training sessions. The training space setup and location must foster a classroom style environment conducive to experiential learning. This requires a training space with sufficient sound attenuation as not to allow outside noises to interfere with participants' ability to communicate and hear one another using normal speech levels. 2.0 BACKGROUND Operating units of the U.S. Small Business Administration (SBA) are seeking to become a high performing organization. To build a high performing organization requires a strategic approach by aligning operating units' performance to the SBA Administrator's Strategic Plan 2011-2016 Objectives of (1) Strengthen SBA's core programs and operations to ensure that they are high performing, effective, and relevant to the needs of the small business community; (2) Invest in SBA's employees so they can more effectively serve small businesses; (3) Recruit and Retain Exceptional Talent - Provide professional development to contribute to the overall success of SBA, and (4) Support and Invest in Employees - Increase SBA's capacity to perform and anticipate organizational and constituent needs by providing employees with business, technical and analytical training. 3.0 SCOPE The conference space will be used as classrooms for the following training events: • SBA's Administrative Officers (August 1-5, 2011 and August 8-12, 2011). One conference room which will be large enough for various training room configurations/setups (classroom, U-Shape, circles etc.) to comfortably accommodate all 80 participants. Likewise, SBA will need three (3) smaller conference rooms to comfortably accommodate approximately 25 participants each. At a minimum, all conference rooms must be Internet accessible and may require standard audio-visual presentation equipment (LCD projectors, microphones/lavalieres, projector screen (or 60" or larger LED/LCD/HD TV screen), connection cables, power cords) technical support and setup available for training presenters. Conference rooms and audio-visual equipment must be reserved solely for SBA for the duration of each training event. • SBA's Managers (September 19-22, October 17-20, and October 24-27, 2011). One conference room which will be large enough for various training room configurations/setups (classroom, U-Shape, circles etc.) to comfortably accommodate all 35 participants. Likewise, SBA will need a second smaller conference room to comfortably accommodate approximately 20 participants. At a minimum, both conference rooms must be Internet accessible and may require standard audio-visual presentation equipment (LCD projectors, microphones/lavalieres, projector screen (or 60" or larger LED/LCD/HD TV screen), connection cables, power cords) technical support and setup available for training presenters. Conference rooms and audio-visual equipment must be reserved solely for SBA for the duration of each training event. 4.0 PERFORMANCE REQUIREMENTS a. SBA Administrative Officers (August 01-05, 2011 and August 08-12, 2011). • Standard hotel guest rooms (w/Internet access in each room) reserved for 80 adults per event scheduled. SBA participants shall independently reserve individual rooms. Guest room rates shall be offered at or below the federal government per diem lodging allowance of $144.00. • One conference room shall be required to comfortably accommodate up to 80 adults. • Three smaller "breakout" conference rooms shall be required to comfortably accommodate 25 adults each. If conference rooms adjacency is not possible, to the extent possible, all conference rooms should be located on the same floor. • The rooms must be within close proximity as to allow the participants to travel between the rooms in approximately one (1) minute or less walking at a normal adult's pace. If conference rooms cannot be located on the same floor, the conference rooms must be elevator accessible. Conference rooms located on different floors must be located in the same building and the rooms must be in close proximity as to allow participants to travel between the conference rooms in approximately five (5) minutes walking at a normal adult's pace. b. SBA's Managers (Sept 19-22, Oct 17-20 and Oct 24-27, 2011). • Standard hotel guest rooms (w/Internet access in each room) reserved for 35 adults per event scheduled. SBA participants shall independently reserve individual rooms. Guest room rates shall be offered at or below the federal government per diem lodging allowance of $144.00. • One conference room shall be required to comfortably accommodate up to 35 adults. • The second conference room shall be required to comfortably accommodate 20 adults. • If conference rooms adjacency is not possible, both conference rooms should be located on the same floor. The rooms must be within close proximity as to allow the participants to travel between the rooms in approximately one (1) minute or less walking at a normal adult's pace. If both conference rooms cannot be located on the same floor, the conference rooms must be elevator accessible. Conference rooms located on different floors must be located in the same building and the rooms must be in close proximity as to allow participants to travel between the conference rooms in approximately five (5) minutes walking at a normal adult's pace. c. For all Administrative Officers and Managers training events: • Hotel on-site parking available to accommodate approximately 50% of the participants' personally owned vehicles. • On-site technical support expertise in audio-visual equipment setup and trouble-shooting necessary to resolve routine audio-visual malfunctions. Daily, during the hours of 8 a.m. to 5 p.m., hotel's audio-visual staff must be available to provide technical support within 30 minutes of the hotel being notified by SBA's presenters or on-site representative. • The hotel must have a business center (available 24 hours daily). Minimum office equipment in the business center will include a fax machine, Black/White printer/copier, desktop PC w/workstation or a laptop docking station. Business center must be Internet accessible. d. Additional Requirements or Tasks for all training events: • Upon arrival, hotel will provide SBA's on-site representatives a telephone directory of "key" hotel personnel assigned to supporting SBA during the training event. The telephone directory must include "key" personnel's business hours and telephone numbers (note a telephone answering service is not acceptable). At a minimum, the key personnel must be identified for check-in/out, guest room accommodations, audio-visual support, meal services, and conference room setup. • Hotel staff will have conference rooms and all hotel provided equipment setup as by 7 a.m. each morning of the training event as agreed upon by the hotel and SBA's on-site representative. This includes any hotel provided audio-visual equipment. • On the first day of each weekly training event, the hotel's audio-visual technician will be available at 7 a.m. to assist SBA's presenters with their personal audio-visual equipment setup. Actual start time may change based on final training schedule. SBA's on-site representative will confirm actual day and time audio-visual technician is needed. • Hotel provided meals are essential to achieve the training objectives and are integral for the participants to obtain the training's full benefit. Participants will be required to complete some group/team assignments during meals times. Employees are required to actively participate in all program activities held during meal breaks. Therefore, government meals are directed and provided to all SBA employees during the training events. Participants are not authorized to "opt out" of government meals provided and are not free to seek meals elsewhere during meal breaks. Participants' per diem allowance will be reduced for all government provided meals. • All hotel provided meals/food/beverage costs shall not exceed the federal government's per diem rates ($12-breakfast, $18-lunch and $36-dinner) per day. Meals will be served (buffet style preferred) at predetermined times as during normal meal hours as agreed upon by the hotel and SBA's on-site representative. Meal plans shall contain healthy options, and accommodate vegans/vegetarians. SBA's training schedule will indicate planned meal hours. SBA's on-site representative will confirm meal plan hour with hotel's representative at least one week prior to training start date. However, due to the nature of training, the parties anticipate the need to have some reasonable flexibility in actual meal schedules as not to disrupt the training. • AM/PM coffee breaks with light refreshments will be provided by the hotel. • Meals required for Admin Officers Training (August 1-5 and August 8-12): Day 1 - Dinner Days 2, 3 and 4 - Breakfast, Lunch and Dinner Day 5 - Breakfast and Lunch Meals required for Managers Training (Sept 19-22, Oct 17-20, and Oct 24-27): Day 1 - Dinner Days 2 and 3 - Breakfast, Lunch and Dinner Day 4 - Breakfast and Lunch • Hotel will guarantee SBA participants' guest room reservations and rates for five (5) business days prior to scheduled event. • Late arrivals - hotel will allow confirmed guest reservations to arrive up until 11 p.m. of the first day. • Due the Agency's mission to be able to provide immediate support to America's small business community on a moment's notice, SBA requires flexibility in its ability to change the number of participants' guest rooms reserved. SBA will guarantee 80% occupancy rate of its participants' guest room without penalty. • Due to mission requirements, SBA requires flexibility and the option to reschedule/change the event training dates to future "to be determined" reservation dates as mutually agreed upon by SBA and the Hotel. To exercise this option without any penalty, SBA must notify the hotel, in writing, two weeks prior to the scheduled reservation dates. • Hotel shall be compliant with Hotel/Motel Fire Safety Act of 1990, 15 US 2201 et. seq (Public Law 101-391) and hold a FEMA certification number (See FEMA-http://www.usfa.fema/gov/hotel). Hotel shall be compliant with American with Disabilities Act (ADA), 42 USC Section 12101 et. seq. • SBA's lead contact and On-site representative for all training events is Ms. Karla Sanders, Chief of the Training and Development Division. Ms. Sanders may provide additional SBA on-site representatives who may be serving as alternate Agency on-site representatives for specific training events during the performance period. Quoters shall furnish with their quote the company name, DUNS number, TIN Number, address, phone and fax number, email address if available, and official point of contact. Quoters shall submit an event agenda with their quote for each training session, identifying logistics of the requirements specified. Catering menu price lists shall also be included in the quote. Indicate any additional special considerations/concessions provided. Details of cancellation terms and conditions shall be included. The contract shall require that tax exempt forms be accepted, if applicable. Quotes shall be evaluated in accordance with the following criteria: technical (capability of the hotel to meet SBA's requirements), and price. Technical is more important than price. Product literature may be included in the hotel's quote.
