Description

Provide Design and Construction (Design-Build) Services for Asbestos Abatement Phase 4 at the Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37129. The period of performance will be 240 days. Pre-bid inspection information will be posted with the solicitation. All work shall be performed in accordance with the specifications, the Statement of Work, asbestos maps, drawings and measured Linear or Square Footage not to exceed 10% above any specified amounts. Linear or square footage amounts for abatement, reinsulation and concrete soil encapsulation (overages and underages) will be considered transferable from location to location within the scope of this contract. This project will include but is not limited to abatement and reinsulation of piping runs, elbows, fittings and other utility system components currently insulated with TSI asbestos containing materials (ACM, HVAC transite related materials) as specified in the drawings, notes and/or attachments. This project will include ACM contaminated soil encapsulation using 4 inches of light weight concrete in those areas designed in the scope of work. It excludes unless specifically noted vinyl flooring and its related mastic materials. Mastic coatings on fiberglass insulated thermal pipe jackets and other mastic (Class II) materials will be excluded. Reinsulation of abated TSI covered piping will be done as per specifications in the Reinsulation Section of the SOW. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 562910 with a small business size standard of $14.0 million. The estimated cost range for this project is between $1,000,000 to $2,000,000. A 20% bid bond shall be submitted with the offer. Performance and payments bonds are required within 10 days after contract award. This procurement is 100% set aside to Service Disabled Veteran Owned Small Business contractors pursuant to 38 U.S.C. 8127(d). To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov; www.ccr.gov; www.orca.bpn.gov; and www.vets100.vets.dol.gov/. Pre-bid site inspection dates will be posted with the solicitation. The solicitation will be posted o/a July 18, 2011 on the Federal Business Opportunities (FedBizOpps) website www.fbo.gov. Interested bidders can download the bid documents from the FedBizOpps website. Amendments will not be mailed but will also be posted at the FedBizOpps website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time set for receipt of proposals. Proposals are due no later than 4:00 PM CST on August 23, 2011 at VISN 9 Acquisition Service Center, Department of Veterans Affairs, 1639 Medical Center Parkway, Suite 400, Room 433, Murfreesboro, Tennessee 37129. Award is subject to the availability of funds. Offerors submitting as a joint venture must submit the joint venture agreement with their offer. Joint ventures are limited to submission of three bids in a two year period. All requests for information on this solicitation shall be submitted in writing to the Contracting Officer at e-mail charlene.neal2@va.gov or faxed to 615-225-6478. The deadline for requests for information is August 13, 2011.
