- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Proposal (RFP).The White Sands Test Facility (WSTF) is in the process of cleaning up debris pilesthroughout its site. The debris is a mixture of concrete with reinforcing bars, asphalt,and other solid waste that has collected over a number of years. WSTF requires the support of a waste disposal service to provide solid waste bins capableof accepting concrete with reinforcing bars, asphalt and other solid waste. Waste willlikely include soil and vegetative material. The work shall be provided at a firm fixedprice and will include all labor, materials, equipment, and applicable taxes to providethe following:Delivery and removal of forty (40) bins capable of accepting at least fifteen (15) tonsof solid waste. All expenses related to this delivery (i.e. truck fuel, truckmaintenance, driver pay) will be included in the firm fixed price.Proper disposal of approximately 600 tons of solid waste to a New Mexico EnvironmentDepartment approved landfill.The vendor will provide at least two bins at a time at the Governments request.The vendor will not bear any expense related to the loading of the bins with the solidwaste.The provisions and clauses in the RFP are those in effect through FAC _2005_-52.The NAICS Code and the small business size standard for this procurement are 562111 witha size standard of $11.5 Million respectively.The offeror shall state in their offertheir size status for this procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA- White Sands Test Facility, P.O. Box 20, Las Cruces NM 88004-0020 isrequired within 14 days ARO. Delivery shall be FOB Destination.Offers for the items(s) described above are due by July 20, 2011 at 3 p.m. mountainstandard time to NASA- White Sands Test Facility, P.O. Box 20, Las Cruces NM 88004-0020and must include, solicitation number, FOB destination to this Center, proposed deliveryschedule, discount/payment terms, warranty duration (if applicable), taxpayeridentification number (TIN), identification of any special commercial terms, and besigned by an authorized company representative. Offerors are encouraged to use theStandard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL:http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tmlOfferors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference.
