Description
THIS IS NOT A SOLICITATION. The purpose of this sources sought synopsis is to identify potential small business concerns that can furnish water treatment services, chemicals, and instrumentation to treat the mechanical cooling tower's condenser water system, building closed-loop heating and chilled water system at the Social Security Administration's (SSA) Main Complex and National Computer Center (NCC) (12 buildings) located in Woodlawn, Maryland. The North American Industry Classification System (NAICS) Code is 325188 with a size standard of 1,000 Employees. All chemicals proposed for use at our facilities will need to be verified as acceptable for use in the State of Maryland and must be approved by our facilities. Chemicals used for water treatment must comply with all United States Department of Agriculture (USDA), Food and Drug Administration (FDA), Environmental Protection Agency (EPA) and Department of Transportation (DOT) requirements, including packaging and labeling. The chemicals must also be capable of mixing with the existing Nalco chemicals providing the same levels of protection without change and without dumping of the existing water systems. SSA will not allow any dumping or flushing of the mechanical cooling tower's condenser water system, building closed-loop heating and chilled water system. SSA has millions of gallons of chemically treated water that is in service in the chilled and hot water loops, condenser water and steam boilers systems. To evacuate these systems would require the SSA to drain and refill the systems. This would affect the environmental building comfort conditions requiring an extensive shutdown. This type of shutdown would cause major disruption to our customers both locally and nationally, and would cost approximately $25 million per day in lost agency productivity. Additionally, the contractor shall have in place a system where our employees do not come in direct contact with any of these chemicals. The contractor shall provide a continuous monitoring controller capable of direct measurement and control of corrosion and scale inhibitor in open recirculating water, a system to intermittently feed chemicals of all varieties to the closed loop water systems and provide boiler feed water treatment from the solution tank to the feed water system. Moreover, the contractor shall provide oxygen scavengers from solution tank to the feed water or the deaeration tank as appropriate. Oxygen scavengers may be included in the boiler feed water treatment solution as an "all-in-one" treatment as long as scavenger levels are maintained. The contractor shall provide a 24-hour emergency response hotline number to respond to chemical emergencies. The contractor shall have a minimum of 5 years experience in the water treatment industry or related field, and the organization shall be ISO certified in chemical manufacturing and laboratory analysis. A contractor's representative shall be on-site once a week to conduct water testing, system improvements, and troubleshooting concerns as needed. The contractor shall also be responsible for all laboratory analysis. The contractor must provide port a feed systems delivered by tanker truck, computer analyzing of the heating, cooling and boiler systems, monthly computer generated reports (to be submitted electronically to SSA), stainless steel lined bulk containers, a containment area with 304 quality stainless steel with polyethylene lining. Containment volume must be 110 % of the delivered volume, all at the contractor's expense. Small business concerns responding to this sources sought notice must: (a) Indicate your company's DUNS number and applicable small business status category(ies) based on the size standard above and applicable regulations related to HUBZone, 8(a), and SDVOSB status. (b) Provide a capability statement inclusive of experience in the form of an outline of previous projects for specific relevant work completed or currently performing of equivalent magnitude. Include contract numbers, description of work, points of contact with email addresses and phone numbers, and any other pertinent information that would enable the government to assess your company's capabilities. Your capability statement must also include a response to the following questions: 1. Are the contractor's chemicals compatible with the existing Nalco chemicals already in our systems without draining or flushing any or all of the systems? 2. Can the contractor provide stainless steel port a feed systems, computer analyzing of the heating, cooling and boiler systems, monthly computer generated reports (to be submitted electronically to SSA), stainless steel lined bulk containers, a containment area with 304 quality stainless steel with polyethylene lining for each port a feed system, and containment volume that is 110 % of the delivered volume, all at the contractor's expense? 3. Does the contractor have ISO 9000 series certification, ISO 90001:2000? 4. Can the contractor provide weekly on-site computer generated reports with all test results? 5. Can the contractor provide training sessions on procedures for conducing daily water treatment for SSA personnel? 6. Can the contractor store all liquid chemical in stainless steel polyethylene lined bulk containers? 7. Does the contractor have in place a system where SSA employees will not come in direct contact with any of these chemicals? 8. Does the contractor have Material Safety Data (MSD) sheets for review? 9. Is chemical transfer performed with no exposure to chemical material during transfer between transporter and base tank? 10. Is the contractor capable of continuously monitoring direct measurement and control of corrosion and scale inhibitor in open re-circulating water system? 11. Does the contractor have a system to intermittently feed chemicals to all varieties to the closed loop water system? 12. Can the contractor provide boiler feed water treatment, oxygen scavenger, and steam line treatment? 13. Can the contractor provide a computerized 24 hour per day 7 day per week monitoring system with technology that monitors constantly changing system demands, identifies potential causes of system variability and abnormal conditions, including corrosion, scale and fouling, provide online, real time, performance based feedback, compare current conditions to the defined optimum, takes appropriate corrective respond, records, reports and communicates instantly?
