- Enclosure 2.4 DRWG The Government requests the services of a qualified marine contractor to provide labor - including riggers, materials, tools and equipment, to accomplish the installation of the SPAWAR PACIFIC SAIL modification onboard USNS YUKON in accordance with WORK ITEM 101 - STRUCTURAL MODIFICATIONS PACIFIC SAIL SPAWAR AND 301- ELECTRICAL INSTALLATION PACIFIC SAIL SPAWAR (See below for work item description). Note: The below work items provide a general description of the work to be preformed. Work items will be finalized and provided upon solicitation issue. The Government anticipates issuing said solicitation during the week of 4 July 2011. Period of Performance (POP): July 26 thru Oct 14, 2011 (Ship availability periods: 26 July - 7 Aug 2011 and 1 Oct - 14 Oct 2011). Location of Performance: San Diego, CA. ITEM NO. 101 CATEGORY "A" MSFSC/N43A/RC STRUCTURAL MODIFICATIONS PACIFIC SAIL SPAWAR 1.0 ABSTRACT 1.1: This specification is to fabricate a break water, install under deck stiffening and twist lock fittings to support installation of one (1) 8'x 16' Staff Module conex box and one (1) 8'X10' Tech Module CONEX box to support installation of Pacific Sail. 2.0 REFERENCES 2.1 MSC DWG NR 137-8389983, DJC2 Structural Modifications. 2.1.1 MSC DWG NR. 137-8390694, Neptune Scissor, Structural Modifications 2.2. American Bureau of Ships (ABS) Rules for Building and Classing Steel Vessels 2.3 American Welding Society (AWS) Procedure and Specification ENCLOSURE 2.4 Plan View Showing Location of CONEX box and flat with Pedestal. 3.0 ITEM LOCATION/DESCRIPTION 3.1 Location/Quantity: 3.1.1 Location: 02 Level, Weather Deck Frame 27-30, Centerline 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1 None 5.0 NOTES 5.1 Performance Period: As noted above. 5.2 Location of Voyage period: As noted above. 6.0 QUALITY ASSURANCE REQUIREMENTS 6.1 All work performed shall be in accordance with the USCG and ABS requirements and approved by the onsite ABS Surveyor. 7.0 STATEMENT OF WORK REQUIRED 7.1. The Government shall accomplish initial certification of spaces requiring hotwork in this specification as "Safe for Men and Hot work" Prior to the commencement of work. Initial gas free certification shall be provide by a Pacific Chemical Labs, Inc. Certified Marine Chemist. 7.2 Ships Force shall remove fuel from required tanks to low suction, clean, open and ventilate as required to obtain initial "Safe for Men and Hot Work". 7.3 The contractor shall be responsible for additional ventilation, containments, masking, fire cloth, fire watches and support to contract personnel as directed by the Marine chemist to maintain "Safe for Man and Safe for Hot" throughout the entire project.. The contractor shall be responsible for all support services to accomplish the work of this item. The contractor shall be responsible for providing a certified component person to maintain "Safe for Men and Safe for Hotwork" In accordance with NFPA and OSHA Rules and Regulations to complete the work of this specification. 7.4 Provide crane and rigging services to support loading and off-loading equipment and materials and placing Conex boxes in their respective locations. 7.5 The contractor shall be responsible for removing interference such as piping, lights, insulation, ventilation ducting, overheads and replacing as original to support the work in this specification item. 7.6 Installation shall be in accordance with reference 2.1 7.7 The contractor shall be responsible for erecting staging to get to the underside of the 02 deck to install under deck stiffening. 7.8 Accomplish the following installation of breakwater at location see para 3.1.1. 7.8.1.1 Install new breakwater shown in accordance with Key Plan 19-A of reference 2.1. 7.9 Accomplish the following installation in support of topside and underside support for all seven locations on the 02-level. 7.9.1 Install deck socket foundations and associated supporting chocks to in accordance with Key Plan 19-A of reference 2.1. 7.9.2 Install flat rack/staff module and flat rack/pedestal at location indicated in on enclosure 2.4. 7.9.3 Install four (4) ea D-Rings Item 71 of ref 2.1.1 on the inboard and outboard side of the 8' X 20' Antenna Control Module (ACM). A total of Eight D-rings shall be installed. Contractor shall NDT the welds after installation and after pull test of the D-Rings in accordance with ABS rules. Perform a pull test of 7,000 lbs of each D-Ring for three minutes. 7.10 Accomplish welding, fabrication and inspection requirements in accordance with reference 2.1. Where welding, fabrication and inspection requirements are silent, use applicable requirements of reference 2.3, ABS Rules (Part 2, Section 4); 7.11 Testing 7.11.1 All welds shall have a NDT preformed in accordance with ABS regulations. 7.11.2 The Peck and Hale D-Ring fittings shall have a NDT Preformed in accordance with ABS regulations 7.12 The contractor shall provide all primer and paint to complete the requirements of this specification. 7.12.1 Sand blast to SP-11 new steel material to remove mill-scale. Contractor shall prepare prime and paint using the below paint system or equivalent. Coat Product Color a. 1st Dimetcote 9H Green b. 2nd Amercoat 240 Red Oxide c. 3rd Amercoat 240 Off White d Top Coat Amershield Haze Gray 7.12.2 Contractor shall mechanical clean disturbed surfaces and coat with following Paint system. Coat Product Color a. 1st Amercoat 240 Off White b. 2nd Amercoat 240 Red oxide c. The contractor shall be responsible for all support services to accomplish the work of this item. The contractor shall be responsible for providing a certified component person to maintain "Safe for Men and Safe for Hot work" In accordance with NFPA and OSHA Rules and Regulations to complete the work of this specification. 7.4 Accomplish the following installation to facilitate electrical power source in support of Laser Turret modular ISO containers: (1) Staff Module at location listed 3.1.1. 7.4.1 Secure, isolate and tag out all electrical circuitry affected by this work in accordance with the ship's tag-out procedure and standard item 009-24. 7.4.2. Install three (3) new disconnect switches (NQB-A101), para 4.1.3, with associated enclosures and receptacles (SYM 1326) on breakwater in general proximity shown in accordance with Key Plan 7-A of reference 2.1. Exact location is to be determined at time of installation or as designated by the MSCREP. 7.4.3 Upon determination of exact location of disconnect switch/receptacle the contractor shall provide and install necessary bulkhead and deck penetrations using approved stuffing tubes or transit devices and associated packing material accommodating LSTSGU-75 cable para.4.1.7. Watertight penetrations should be employed where cables pass through watertight decks or bulkheads. Use of deck risers shall be a minimum of 9 inches above the deck with consideration given to sufficient length for thickness of deck and/or insulation. Maintain integrity requirements of below deck structural boundary in accordance with ABS Regulations. 7.4.4 Motor Control Room (2-35-0): Install new LSTSGU-75 cabling para 4.1.7 from Forward Load Center (LC-1A, LC-1B) to new disconnect switches and receptacles mounted on breakwater shown in accordance with Detail 20-A of reference 2.1. Use existing spare 100-amp circuit breakers, circuit LC1A-4P-H(1) and LC1B-4P-G(1), for electric power supply to Antenna Control Module (ACM), respectively. Install new 100-amp circuit breaker, circuit LC1A-4P-K(1), for electric power supply to Staff Module. 7.4.4. Portable cable assembly from breakwater-mounted power receptacle to respective ACM is to be made up using materials listed reference 2.1 and in accordance with manufacturer's instructions and best marine practices using references 2.2-2.5 as guidance. Ship's force representative and/or applicable MSCREP. to provide suitable stowage location of portable cable assemblies when not in use. 7.4.5 Accomplish welding and inspection requirements use applicable requirements of reference 2.2, ABS Rules (Part 2, Section 4); or equivalent reference 2.3, AWS procedures and specifications as designated by the MSCREP. 7.5 Contractor shall be responsible for the removal and reinstallation of interferences as original. 7.6 Accomplish shipboard electrical cable test prior to light-off in accordance with applicable requirements of reference 2.5, IEEE 45 Recommended Practices for Electrical Installations on Shipboard. Verify correct phase sequence (A-B-C) to assure proper electric power exist to support sensitive electronic equipments and proper electric motor rotation. 7.7 Accomplish weatherproofing and sealing of connectors used in a marine environment that are exposed to the weather in accordance applicable guidance of reference 2.6. 7.8. Laser Turret Module and Staff Module are considered mobile-transportable electrical equipments. Accomplish topside Class A or B bonding of modules in accordance with reference 2.7 using applicable preparation, sealing, and preservation instructions for mating surfaces. Use CRES 316L Type I or II bond straps. Attain and sustain a dc resistance of 0.1Ω or less and an RF impedance of 25Ω or less at 30 MHz. 7.9 Painting 7.9.1 Clean, prime and paint new and disturbed surfaces to match existing surfaces. 8.0 GENERAL REQUIREMENTS: None Additional.
