Description
NASA/DFRC intends to purchase a Federal Aviation Administration (FAA) certifiedPhase II, Level C Boeing 747-200 Flight Simulator from United Airlines (UAL) in-order tosupport the Stratospheric Observatory for Infrared Astronomy (SOFIA) program. Currentmarket research indicates that UAL is the only vendor who currently has a Phase II, LevelC B747-200 Flight Simulator available for sale (located at UALs training facility inDenver, Colorado) that would not require immediate disassembly, transportation, andreassembly into another facility upon purchase. As part of identified requirement,NASA/DFRC also intends to enter into a multi-year facilities lease and maintenanceagreement with UAL (a base year with four one year options) to perform requiredmaintenance, repair, and operations (MRO) support of the equipment. Authority for theprocurement is FAR 6.302-1 Only one responsible source. Justification is based uponthe fact that if this or another B747-200 flight simulator were to be procured andrelocated to a NASA facility, that considerable costs would be incurred for thetransportation, reassembly, recertification, and construction of a facilities (CoF) forthe equipment (which would make the transaction cost prohibitive). In addition to theabove, unacceptable delays in access to the flight crew training equipment will result inNASA not being able to keep its flight crew certified for operation of the B747-200 SOFIAplatform.Vendors having the capabilities necessary to meet or exceed the stated requirements areinvited to submit appropriate documentation, literature, brochures, and references.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.
