Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Intramural Research Program (IRP) intends to solicit, negotiate and award a purchase order on a noncompetitive basis with the Ionwerks, Inc. 3401 Louisiana, Suite 355, Houston, Texas 77002. These unique capabilities are available only through Ionwerks, Inc. The agency requires the following: To provide a new Ion Mobility Cell for an existing Ion Mobility MS/MS imaging system. The resulting fragment ions will then be separated on their own trend line thus allowing the unique capability of on-demand photo-fragmentation for structural identification of unknown ions and separation of conformational isomers. Extensive modification to the equipment framework will allow addition of laser optics with the capability to either position the VUV focus in-source or alternatively at the middle of the IM cell as shown in the attached schematic. Within this optics expansion the desorption optics will be modified so that the imaging desorption spot size is reduced from 25 to less than 5 microns. Moreover, new channel plate ion detectors will be provided to keep the high sensitivity inherent in the instrumentation and provide four three-day visits by Ionwerks technical staff to the laboratory during the year for purposes of software upgrades, optimization of the overall instrument and any maintenance which may be necessary. The on-demand fragmentation will allow maximum information and unambiguous identification of unknown molecules, including gangliosides, peptides, drug molecules, and metabolites identified in the small pixel imaging studies of biological samples. The North American Industry Classification System (NAICS) Code is 334516, Analytical Instrument Manufacturing. The acquisition is being conducted under simplified acquisition FAR 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notification. This notice is for information and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to award a contract based on responses under this announcement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
