Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport, Rhode Island (NUWCDIVNPT) is soliciting for silver-zinc battery cells used in the MK30 Mod 1 and MK30 Mod 2 Mobile Anti-Submarine Warfare Targets. This solicitation is limited to Small Businesses (100% Set-Aside). First Article units will be required from suppliers for whom First Article testing is not waived by the Government. The period of performance for this requirement consists of a base year and four option years. The base year requires 5,500 silver-zinc battery cells and 5,500 electrolyte fill kits for the Mk 30 Mod 1 conforming to NAVSEA Drawing WS18727E and 5185404L. In addition to the Mk 30 Mod 1, the solicitation will include options that will allow for the procurement of the Mk 30 Mod 2 silver-zinc battery cells, electrolyte fill kits and spare vent valve assemblies, in accordance with NAVSEA Drawing 7092537 and 7092535. The options for both the Mk 30 Mod 1 and Mk 30 Mod 2 will include up to an additional 8,000 battery cells and 8,000 electrolyte fill kits, and 2,000 spare vent valves (Mod 2 only) per year for the next four years. The options include steps allowing for the procurement of 2,000 to 4,000 units, 4,001 to 6,000 units or 6,001 to 8,000 battery cells and/or electrolyte fill kits. The base year CLIN structure if First Article Testing is anticipated as follows: CLIN 0001: First Article Testing Required MK30 Mod 1- Silver-Zinc Battery Cell Preproduction Test Samples, including 19 Electrolyte Fill Kits, conforming to NAVSEA Drawing WS18727E and NAVSEA Drawing 5185404L; QTY 19 CLIN 0002: First Article Testing Required MK 30 Mod 1-Silver-Zinc Battery Cell Preproduction Test Samples, conforming to NAVSEA Drawing WS18727E and NAVSEA Drawing 5185404L; QTY 200 CLIN 0003: First Article Testing Required MK 30 Mod 1-Electrolyte fill kits conforming to NAVSEA Drawing WS18727E and NAVSEA Drawing 1585404; QTY 200 CLIN 004: First Article Testing Required MK 30 Mod 2- Silver-Zinc Battery Cell Preproduction Test Samples, including 20 Electrolyte Fill Kits, conforming to NAVSEA Drawing 7092537 and NAVSEA Drawing 7092535; QTY 20 CLIN 0005: First Article Testing Required MK 30 Mod 2-Silver-Zinc Battery Cells conforming to NAVSEA Drawing 7092537 and NAVSEA Drawing 7092535, to include one (1) maintenance kit; QTY 200 CLIN 0006: First Article Testing Required MK 30 Mod 2- Electrolyte fill kits conforming to NAVSEA Drawing 7092537 and NAVSEA Drawing 7092535; QTY 200 CLIN 0007: Production Run MK 30 Mod 1-Periodic Production Test Sample of Silver-Zinc Battery cells, including 133 electrolyte fill kits, conforming to NAVSEA Drawing WS18727E and NAVSEA Drawing 5185404L; QTY 133 CLIN 0008: Production Run MK 30 Mod 1-Silver-Zinc Battery Cells conforming to NAVSEA Drawing WS18727E and NAVSEA Drawing 5185404L; QTY 5,500 CLIN 0009: Production Run MK 30 Mod 1: Electrolyte fill kits conforming to NAVSEA Drawing WS18727E and NAVSEA Drawing 5185404L; QTY 5,500 CLIN 0010: Production Run MK 30 Mod 1: Data in accordance with Exhibit "A", Contract Data Requirements List (CDRL) DD Form 1423 The awardee will be responsibility for furnishing the cell and cover molds for both the Mk 30 Mod 1 and Mod 2 battery cells. Award will be made to the lowest technically acceptable offer. Drawings will be provided separately from the solicitation. Contractors must be Joint Certification Program (JCP) registered to obtain the drawings. Please email your request for drawings to Maria Gregory, maria.gregory@navy.mil citing RFP N66604-11-R-2542, company name, address, cage code and JCP number. The Joint Certification Program (JCP) established the eligibility of a U.S. or Canadian Contractor to receive technical data governed by DoD Directive 5230.25. This Directive sets forth policies, procedures and responsibilities for withholding of unclassified technical data from public disclosure. DoD Directive 5230.24, a companion directive, establishes the distribution marking system for DoD controlled technical documents. The U.S./ Canada Joint Certification Program is managed by the U.S./Canada Joint Certification Office (JCO). The JCO, a common jointly staffed office, is located at the Defense Logistics Information Service (DLIS), 74 Washington Avenue, North Battle Creek, MI 49037-3084 (Tel. 800-352-3572) and online at http://www.dlis.dla.mil/jcp/. The JCO receives and processes certification forms submitted by U.S. and Canadian contractors that wish to obtain access to unclassified technical data disclosing critical technology under the control of, or in the possession of DoD. To become certified, U.S. and Canadian contractors must submit a completed DD Form 2345 to the JCO. Anticipated release of the solicitation is 15 July 2011. Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed at our web site http://www.npt.nuwc.navy.mil/contract/.
