Description
The Fleet and Industrial Supply Center (FISC), San Diego Contracting Department, IAW FAR Part 12, Commercial Items, intends to award a Sole Source Firm Fixed Price Contract to Physik Instrument (PI) for the procurement of equipment for the Naval Postgraduate School (NPS). The equipment will be used as part of a Radius of Curvature (ROC) experiment to determine surface deformations on the primary mirror segments of the Segmented Mirror Telescope (SMT). The SMT is a very complex and unique piece of equipment developed by ITT and Lockheed Martin. Several innovative technologies were implemented to assess the engineering feasibilities of this project. Among these are the primary mirror segments. Each segment is fabricated using a silicon carbide substrate and nanolamiate mirror surface. The surface of each segment can be deformed using adjustable actuators mounted to the backside of the substrate. Evaluation of these surfaces is critical to determining the viability of these technologies as well as evaluating different actuator control algorithms. The items to be procured include one (1) Physik Instrumente hexapod: Model M-850.11 and F-206.MC6 6 channel control pad. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by 11 July 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 334513.
