Description
The U.S. Department of Transportation, Office of the Under Secretary for Transportation Policy, Resource Directorate, is contemplating a purchase of 63 Hewlett Packard Laser Jet Pro P1606DN printers. The vendor's total price for such printers must include all costs of shipping the printers, FOB Delivery Point, to the following address: U.S. Department of Transportation, Office of the Secretary, Office of the Under Secretary for Transportation Policy, Resource Directorate, 1200 New Jersey Avenue, SE, Washington, D.C. 20590, Attn: Charnika Harrison, Room W84-211. Because the estimated aggregate total price of such printers is expected to be far below $150,000, DOT would prefer to buy the printers from a small business, but only at a competitive price, and only on competitive terms, in faithfulness to the small-business- preference set forth in Part 19 of the Federal Acquisition Regulation. However, DOT's cognizant program office thus far has not been able to find any small business that sells such printers at all, much less at a competitive price and on competitive terms. The word "terms", as used in the phrase "competitive terms" in this notice, would include all of the kinds of terms that are customarily offered by commercial vendors when selling printers-such as, but not necessarily limited to, warranties. For purposes of this contemplated purchase of printers, a "small business" is a business having no more than 100 employees, according to the applicable National Industrial Classification Code (NAICS Code), which is 423420. Therefore, each and every small business that is able and willing to sell 63 such printers to DOT and ship them FOB Delivery Point to the address cited above, at a competitive price and on competitive terms, is asked to e-mail a Price Quotation to charnika.harrison@dot.gov and to james.mowery@dot.gov and to Tyrone.Moorer@dot.gov, not later than 11:59 PM Eastern Daylight Time July 21, 2011. Each such Price Quotation should include the identifying number of this Request for Quotations: DTOS59-11-Q-00064.
