Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The purpose of this market research and Sources Sought Notice is to survey the market and gain knowledge of potential qualified interested sources for completing the effort relative to North American Industrial Classification System (NAICS) Code 541990 - (All Other Professional, Scientific, and Technical Services). This is not a Request for Proposal. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The U.S. Army Corps of Engineers (USACE), Buffalo District seeks sources able to provide a Site Ownership and Operational History Report that may be solicited in the near future. The scope of services under this procurement will include providing support services to USACE Buffalo District Office of Counsel in support of the identification of Potentially Responsible Parties (PRPs) and in making a determination of the extent of the Government's involvement and other parties' involvement in the operations and subsequent contamination of the Former Joslyn Stainless Steel Corporation Site, Formerly Utilized Sites Remedial Action Program (FUSRAP), located in Fort Wayne, Indiana. This effort will be limited to research of historical and current records. The required work will consist of the review, analysis, and interpretation of historical and current site records and field investigations data collected by the Government and others, and conducting interviews to: a) Identify all entities that owned or operated, either under contract, subcontract, or otherwise the Joslyn Stainless Steel Site or at the Joslyn Stainless Steel Site; b) Identify waste streams generated by all owners and operators and when such waste was generated and disposed of or released; c) Identify inconsistencies of findings in documents, interviews, and site data; and d) Identify and delineate areas of the site used strictly by AEC/DOE from areas of the site used strictly by others. The results of this effort will be presented in required plans and reports. To be eligible, the Contractor must have performed a Potentially Responsible Party (PRP) search and report or a Site Ownership and Operational History (SOOH) search and report for a FUDS or FUSRAP or site within the last 5 years. Potential interested parties will be asked to provide a valid reference for this work. Potential sources shall submit a capability statement, limited to 1-3 pages in length, and shall include the following information: ** Sources Sought Information Request Form (Attached under Additional Documentation link below) (Please Disregard Question #2 Bonding Capability) ** Offeror's interest in bidding on the solicitation once it is issued; ** Offeror's capability to meet the requirements; ** Provide a valid reference for performing a Potentially Responsible Party (PRP) search and report or a Site Ownership and Operational History (SOOH) search and report for a FUDS or FUSRAP or site within the last 5 years. All interested parties shall respond and submit statement of qualifications via e-mail. All responses are due to USACE Buffalo District, Attention: Oksana Strekha, via e-mail: oksana.strekha@usace.army.mil with a cc: to tyrone.b.palaganas@usace.army.mil, not later than 4:00 PM (EST) on 11 July, 2011. Email is the preferred method of replying to this synopsis. All interested contractors must be registered in Central Contractor Registration (CCR at https://www.bpn.gov/ccr/default.aspx ) to be eligible for award of Government contracts.
