Description

The Department of Veterans Affairs Medical Center located at 1540 Spring Valley Dr., Huntington, WV has a requirement for Construction Project #581-11-109 Nature Fitness Trail. This is a design/build project. Contractor shall furnish all labor, materials, tools, equipment and necessary supervision to complete the project. Work includes, but is not limited to, construction a walking path from the VA Medical Center, Huntington WV to the former BRAC Army Training facility. The design of this trail is not to exceed a maximum grade of five (5) percent. Work includes clearing and grubbing all vegetation, excavation and embankment, sub-grade compaction, installation of culvert pipes, park benches, chain link fence with entry gates, seeding and mulching, and erosion control in accordance with the requirements of the solicitation. The construction cost range is between $250,000 and $500,000. A 20% Bid Bond must be submitted with proposal. THIS PROCUREMENT IS 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONTRACTORS. NOTE: At least 25 percent of the total labor costs for this contract must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns. The number of employees must be reflected correctly in Contractor Central Registration (CCR) and Dun and Bradstreet reports. SDVOSB contractors must be verified in VETBIZ (www.vip.vettbiz.gov) prior to award of any contract. SDVOSB contractors must register at www.ccr.gov; https://orca.bpn.gov; and https://vets100.vets.dol.gov to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. All registrations must be up-to-date and correct. The North American Industrial Classification Standard (NAICS) code is 237990 with the small business size standard of $33.5 million. Solicitation is to be posted to FEDBIZOPPS website (www.fedbizopps.gov) o/a July 15, 2011 with proposals due o/a August 15, 2011. Paper solicitation will not be issued. Contractors must obtain solicitation, drawings and amendments (if issued) from this website. Offerors are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation with submission of proposal. CONTRACTORS MUST SUBMIT JOINT VENTURE AGREEMENTS WITH THEIR PROPOSAL. CONTRACTORS ARE NOT ALLOWED TO SUBMIT MORE THAN THREE (3) OFFERS IN A TWO YEAR PERIOD UNDER THE NAME OF THEIR JOINT VENTURE.
