ATTACHMENT 1 CONTRACTOR QUESTIONS & ANSWERS QUESTION I would like to know the process for scheduling site visits prior to bid? ANSWER You may schedule a visit at your earliest convenience but please ensure that you prepare a site visit verification form (attached here) for each of the sites you plan to visit, and have one of the named medical center representatives for that site; sign as witnesses that the visit took place. Upon completion of your visits, forward a fully signed copy of each form to my attention. ANSWER October 1, 2011 QUESTION I notice there was an amendment to the solicitation, has the closing date been changed? ANSWER No. QUESTION Is a site visit necessary for locations where I am currently the incumbent supplier? ANSWER No. But documentation of your familiarity with those systems due to your status is required. QUESTION Can you let me know how you would like us to address the issue regarding the location of Bulk Tanks in Baltimore; is it possible for us to purchase these tanks from the incumbent? ANSWER Paragraph 1.1 page 67 Section L (INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS) states that "From this solicitation, a multiple award commodities contract may be awarded". Offerors are permitted to only bid on those facilities which they can competitively price. The VA may not facilitate negotiates between offerors and incumbent suppliers over terms for purchasing contractor owned equipment.
