Description
On a SOLE-SOURCE basis, the U.S. Department of Transportation (USDOT), Office of the Under Secretary for Transportation Policy, Office of the Assistant Secretary for Aviation & International Affairs, Office of Aviation Analysis, plans to acquire, from Sabre Airline Solutions, Profit Essentials® proprietary software in order to: (a) evaluate airline schedule issues; and (b) analyze airline codeshare and alliance agreements; and (c) conduct critical assessments of the evolving competitiveness of domestic and international aviation markets; and (d) provide rational economic bases for carrier selection decisions; and (e) develop forecasts on the effects on competition of proposed airline mergers and alliances-all in support of USDOT's strategic policy to enhance competition and growth in domestic and international aviation. The needed Profit Essentials® software is proprietary to Sabre Airline Solutions. The Profit Essentials® software is required, by DOT, to combine airline schedule data, airline demand data, and a series of historical statistical relationships on passenger choice to model airline services. DOT does not know of any software suitable for the Department's purposes, other than Profit Essentials®. Moreover, Profit Essentials® software's numerous data inputs cannot be static but must instead change as the airline industry changes and as updated demand data becomes available. In administering the Profit Essentials® software, the vendor is required to use numerous data files that must be updated regularly to ensure that the model's parameters keep up with changes in the airline industry. In using the Profit Essentials® software, airline schedule data is required to be updated by the vendor monthly and Demand data (containing price and quantity information) is required to be updated by the vendor quarterly. The Profit Essentials® software model's factors (the statistical relationships used to determine how airline traffic is distributed across numerous competing alternatives) are also required to be updated by the vendor quarterly. In using the Profit Essentials® software, the vendor must ensure that other essential support tables (e.g. the aircraft capacity table and minimum connecting times) are also updated on a recurring basis. Because the Profit Essentials® software is proprietary to Sabre Airline Solutions, and because Sabre Airline Solutions' has such significant experience in performing necessary and timely updating of data used by that software, USDOT believes that the Department's intended awardee, Sabre Airline Solutions, is the only entity capable of both: (a) providing the needed Profit Essentials® software without infringing any copyright laws or any other laws; and (b) performing the needed data-updating work at the high level of quality and in the short time-frames indispensable to USDOT. Nevertheless, any organization which believes that it can provide and update software so as to perform all of the functions described above, at the high level of quality and timeliness indispensable to DOT, may, not later than 11:59 PM Eastern Daylight Time July 22, 2011, e-mail, to Tyrone.Moorer@dot.gov and to Kevin. Schlemmer@dot.gov, and to james.mowery@dot.gov, a Statement of Qualifications attempting to prove the submitter's capabilities.
