Description
This is a request for information (RFI). This is not a solicitation. This RFI is being conducted for information and planning purposes only. This RFI does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this RFI. The Naval Air Warfare Center Aircraft Division Lakehurst is seeking the services of: Shock Testing for Instrumentation Survivability. Instrumentation survivability is a prerequisite for the Service Life Management Program (SLMP) Validation Testing. Instrumentation Survivability Testing is designed to ensure that the events encountered during the Validation Testing do not adversely affect the performance of data acquisition equipment. CONOPS Instrumentation Survivability: The instrumented Barrel (GFE) and Connector (GFE) shall be adapted and mounted to a shock table where it will be subjected to 40 drop-shock events: • Events 1-5 = 294G, 4.3ms • Events 6-39 = build up from 309G to 549G in 15G increments, 2 events per increment, between 2.8-4.3ms • Event 40 = 567G, 2.8ms Contractor performing the test shall be capable of producing the magnitude and duration of events listed above in conjunction with an appropriate shock table. The unit under test weighs approximately 450lbs and instrumented with 16 channels of data collection. 13 strain gauges and 3 accelerometers shall be monitored for signs of adverse reactions/degradation to the Instrumentation Survivability Testing. Contractor performing test shall be capable of adapting shock producing equipment to government furnish equipment (GFE) and aid in trouble shooting the interaction as needed. Test stand manufacturing to this degree is essential. The Contractor performing the test must have experience with Instrumentation and Data Acquisition, Survivability Testing, Dynamic Load Testing, and Shock Testing. Unique knowledge, experience, and understanding of Catapult and Arresting Gear systems is a strong plus. Information in the following areas will assist NAVAIR Lakehurst in the development of its procurement strategy. Respondents to this RFI are requested to address the following information in their response to the Government: • Performance data proving capability and experience producing desired shock levels • Repair and retrofit history with planer mills. • Business size (8a, small, women owned, etc.) • Corporate capability and experience • Technical capability • Quality Assurance certifications • Production capability including facilities Responses should cite RFI number N68335-11-T-0237and be addressed to the attention of Ms. Debbie Dewyea, Code: 2.5.2.5.2. ; Email: deborah.dewyea@navy.mil. All responses are due by 29 July 2011. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend. Closing date is 29 July 2011.
