- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB), Biophysics Section plans to procure on a sole source basis services from FEI Company, 5350 N.E. Dawson Creek Drive, Hillsboro, OR 97124-5793, for maintenance and service agreement for one FEI Technai F300HE (Polara) electron microscope. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Laboratory of Cell Biology (LCB) at the National Cancer Institute (NCI) studies the processing, transport, and metabolism of proteins and small molecules related to malignant transformation and multidrug resistance in cancer. The Biophysics Section develops novel EM-based approaches to determine single molecule and multi-subunit structures. The LCB houses a government owned FEI Technai F300HE (Polara) electron microscope (serial number D256). NCI proposes to purchase a service agreement for the FEI Technai F300HE (Polara) electron microscope. This instrument is essential and important to research in the Biophysics Section. The contractor shall provide: 1) Two (2) preventive maintenance inspections per year; 2) unlimited emergency repair at no additional cost to the government; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; 4) software service and updates in accordance with the manufacturer's latest established service procedures. Contractor personnel shall be technically qualified factory-trained personnel in order to perform service to this instrument. The FEI Technai F300HE (Polara) is used to image samples at the NCI. This instrument requires professional maintenance, including scheduled service visits and periodic part replacement, as well as emergency service. A service contract for the FEI Technai F300HE (Polara) is required so that the LCB may continue imaging if the instrument is in need of repair. FEI Company is the only known vendor that can perform repairs to this instrument because it is the sole provider of this instrument. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on July 12, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
