- DRAFT NAICS CODE: 335999 Title: Request for Proposal (RFP) and Industry Day Notice for the Joint Platform Interior Decontamination (JPID) System Program Synopsis: The JPID program is executed by the Joint Project Manager Protection (JPM P), Hazard Mitigation Product Director under direction of the Joint Program Executive Office for Chemical and Biological Defense (JPEO CBD). The scope of JPID effort encompasses identification and evaluation of commercially available capabilities that can provide decontamination capabilities for interiors of vehicles, ships, fixed site facilities, mobile maintenance facilities, aircraft, and sensitive equipment inherent to the platform. Additionally, JPID will look to provide interior and exterior decontamination for the F-35 Lightning II (Joint Strike Fighter (JSF)) Aircraft. JPID Strategy: A 10-year Indefinite Delivery Indefinite Quantity (IDIQ) contracting approach is planned. The Government intends to solicit industry for commercially available technology capable of meeting the requirements identified above using a full and open competition, best value contract strategy. Multiple contract awards are possible with progressive competitive prototype test and evaluation to support program decision points. Resultant Task/Delivery Orders will be a mix of cost reimbursable and firm fixed price. Contracts will be structured with delivery orders for candidate systems as well as task orders for contractor technical support to Government testing/evaluations/assessments and reviews. The contract will cover Technology Development, Engineering and Manufacturing Development, as well as Production and Deployment of Low Rate Initial Production (LRIP) and Full Rate Production (FRP) quantities. Competition for award of orders will be evaluated based upon technology and manufacturing readiness and demonstrated ability to meet the requirements, with selection of best value candidates for continuation in the program at predetermined decision points. The Government may procure one or more technologies through FRP, or may not pursue any candidates, depending on the candidates' abilities to meet the requirements and reduce risks. Within the scope of the JPID effort, independent Technology and Manufacturing Readiness Assessments (TRAs/MRAs) will be conducted and the results used the Government. The contractor(s) will provide technical support to the assessments. During competitive prototype test efforts, the contractor will be responsible for providing prototype system(s) and Operation and Maintenance (O&M) support. Candidate systems and technologies will be tested, evaluated and assessed for performance against JPID requirements using a Tradeoff Selection Process. The Government anticipates issuing a draft RFP for this requirement no later than 1 July 2011. Currently the JPID Performance Specification is available for review at the ASFI website. All companies interested in attending must register no later than close of business on 14 July 2011. The registration point of contact may be reached at the email address provided. The Industry Day agenda and other information will be periodically posted to the website in an effort to keep interested companies updated on information as it becomes available. Following the JPID Industry Day, the JPID RFP shall be finalized to reflect relevant information obtained from industry and the question/answer activities. It is anticipated that a final RFP will be released by 30 September 2011. This announcement is for informative purposes only and in no way commits the Government to award a contract.
