- This is combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 2122173 and solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52. Delivery and acceptance will be at Bethesda, Maryland. The National Institute of Mental Health (NIMH) has a requirement for a High Performance Liquid Chromatography Nano-LC System. The system has the following requirements: 1) Low flow rate (nanoliter per min) liquid chromatography with a dual gradient pump: 1-10 ul/min for gradient 1, 2) 50-500 nl/min for gradient 2, 3) Maximum pressure 10,000 psi, 4) Temperature controlled column compartment with two 10 port column switching valves, and 5) Software control fully integrated with Xcailbur Mass Spectrometry software. The provisions at 52.212-1, Instructions to Offerors Commercial Items, is applies to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items is applicable. Specific evaluation criteria: (1) Ability to meet technical specification, and (2) Ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offeror must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition.
